About this file
This document is a Question and Answer response to Requests for Information (RFIs) issued for a seasonal housing solicitation. The Department of the Interior Bureau of Land Management is seeking lodging accommodations in Billings and Miles City, Montana, with specific room configurations. Billings requires 20 rooms total (18 double occupancy and 2 single occupancy) with a 22-bed minimum capacity, while Miles City requires 6 rooms total (4 double occupancy and 2 single occupancy) with a 5-bed minimum capacity. The contracting office will provide tax-exempt certificates during the solicitation process. Pricing should be submitted as unit prices per room rather than per person per month, with rates applied per room regardless of occupancy type and applicable to both hotel/motel and house/apartment options up to the extended lodging rate.
Key clarifications include that the "Eastern Montana/Dakotas District Housing Rules and Regulations" reference in the Statement of Work should be disregarded, and no specific hotel class requirement (such as 3-Star or AAA Diamond Rating) is mandated beyond compliance with SOW requirements. The original solicitation close date was extended to March 20, 2026, to accommodate the scope clarification. Award decisions are anticipated within one week of solicitation closure but may extend longer. The contracting office will not differentiate pricing based on lodging type and will not pay GSA rates, instead paying up to the extended lodging rate per room.
