About this file
This is a Questions and Answers (Q&A) document providing clarifications on the Department of the Interior Bureau of Land Management's solicitation for seasonal housing in Billings and Miles City, Montana (Solicitation Number: 140L3626Q0003). The government will make an award decision within one month of solicitation closure, with a program start date of April 18, 2026, though flexibility exists to accommodate an April 26 start date or a May 3, 2026 date for seasonal personnel. This is a new contract with no incumbent.
The housing requirements specify that hotels must meet all statement of work requirements with exterior doors acceptable and no in-room safes required. For house and apartment lodging, the government requires two beds in a private bedroom or suite area with a dedicated full bathroom within larger shared-living dwellings, with the remainder of occupants in shared bedrooms at a maximum occupancy of four people per full bathroom. Gender separation is mandatory for bedroom assignments. Multiple housing units within a 25-mile radius are acceptable, though fewer separate locations are preferred. The government anticipates no unit turnovers during the period of performance, with occupants remaining assigned for the full duration aside from field and fire absences. Multiple hotels may be submitted to support the group. Bidders should allow for minimal mobilization and setup time prior to the April 18 start date, with the government indicating flexibility on the exact commencement date.

ANSWERS TO RFIs 3/3/3036
· What is the minimum hotel class required, i.e. 3 Star, 3 AAA Diamond Rating, etc.
· The hotel must meet all the requirements of the statement of work.
· Do you require interior corridor, or will exterior doors be acceptable?
· Exterior doors are acceptable.
· Is it permissible to submit more than one hotel to support this group?
. If so, is there a limit of how many hotels?
1. Yes, fewer separate locations is preferred.
· Will you require an in room safe or can the front desk hold valuables for guests?
· No in room safe is required.
· Is this a new contract?
. If not new, who was the past incumbent, and what is the contract number?
1. This is a new contract.
· Do you have a target date or date range for the final award decision?
· Award decision will be made within 1-MONTH of solicitation closure.
1. For house/apartment lodging, does the Government anticipate any unit turnovers (move-outs/move-ins) during the POP that would require interim cleaning, or should we assume the same occupants remain assigned for the full period (aside from field/fire absences)?
One set of occupants - no turn over.
2. Approximately how much time do you anticipate between award and the 04/18/2026 POP start? If award is delayed, will the POP start date shift accordingly, or is 04/18 firm? Is there a minimum mobilization/setup period the Government will allow for apartment/house arrangements?
There could be flexibility on start date - seasonals start on 5/3/26. An April 26 date could be accommodated.
3. The SOW states ‘2 of the beds must be in their own unit with at least 1 full bathroom’ and also describes an ‘acceptable compromise’ where the two beds have ‘their own bathroom separate from other beds… for privacy.
Please confirm which interpretation the Government will accept:
A) The two beds must be in a separate standalone dwelling unit (e.g., studio/1BR with a dedicated full bath), OR B) The requirement may be met within a larger apartment/house if the two beds are in a private bedroom/suite area with a dedicated full bathroom separated from the other occupants’ sleeping areas.
B, larger dwellings with shared living spaces.
4. For beds other than the two-bed privacy requirement, does the Government allow two occupants to share one bedroom (i.e., two separate beds in a single bedroom) as long as the overall layout maintains no more than four (4) occupants per full bathroom? If yes, does this allowance apply regardless of whether the occupants are co-ed, or are there any additional co-ed restrictions on bedroom sharing?
Yes, two separate beds in a single bedroom is expected/allowable. Occupants will be separated by gender.
5. Are all units required to be within one facility/complex in each city, or may the requirement be met using multiple units (e.g., multiple apartments/houses) as long as each is within the 25-mile radius and all other requirements are met?
Multiple units within the 25-mile radius is acceptable.
