About this file

This is a Request for Bids worksheet issued by the Iowa Department of Administrative Services (DAS) Fleet Services seeking bids from dealerships to establish a contract for Ford van procurement and delivery services. The solicitation covers the manufacturer's entire line of vans, with DAS reserving the right to award multiple vendors. The bid opening is scheduled for December 12, 2025, at 8:00 AM CST, with bids closing on December 23, 2025, at 8:00 AM CST. The contract term begins upon award and expires on September 30, 2026. Bidders must be licensed Iowa-based car dealerships with a physical location in the state. Inquiries should be directed to Rick Tucker at rick.tucker@iowa.gov or +1 515-360-9912.

Bidders must submit pricing for two components: a fixed percentage rate above the Triple Net Invoice (including government incentives) for both government fleet rate vehicles and off-the-lot vehicles, and a per-mile delivery rate to DAS-designated locations. Awarded vendors are required to provide itemized Triple Net Invoices for each vehicle, which DAS Fleet will review and approve before issuing purchase orders. The contract replaces the previous award to Karl Story City and is not exclusive. Payment terms are Net 60 days per Iowa Code 8A.514, with an optional 30-day discount available at the bidder's discretion. Contractors must pay a $100 administrative fee per vehicle sold and submit quarterly sales reports in Microsoft Excel format. Shipping terms are FOB Destination, Freight Prepaid, and the procurement is exempt from state sales tax. While no specific award value is stated, the contract will be available to all state agencies, suggesting potential for significant transactional volume.
