About this file

This document is an attachment to a federal contract opportunity titled "FA7014_Planning, Programming, Budgeting, and Execution". The attachment is a pricing sheet for a Blanket Purchase Agreement (BPA) with a Performance Evaluation and Compliance Program (PECP). The intent is to establish a pricelist of labor categories and fully burdened labor rates that will serve as ceiling rates. Offerors are encouraged to propose offsite pricing and must include all labor categories and skill levels anticipated to be used over the 5-year ordering period, including subcontractor and team member rates. The Total Evaluated Price (TEP) will be the average of the sum of all proposed fully burdened labor rates across all years. The related federal contract opportunity is solicitation number FA7014PPBE, issued by the Department of the Air Force Headquarters District Washington, which requires contractor subject matter experts to conduct essential training on the Air Force Planning, Programming, Budgeting, and Execution (PPBE) process.

Notes:
1. The intent of this document is to establish a pricelist of labor categories and rates. The rates on the pricelist will be the Offeror's fully burdened labor rates and will be established as ceiling rates. Offeror’s shall expect rates to be discounted at the task order level, therefore are highly encouraged to propose offsite pricing. Task Orders will be established Man-year of 1,872 Hours.
2. Offerors shall propose ALL labor categories & skill levels anticipated to be used for the entire 5 Year Ordering period. Since these should be fully burdened rates, the offeror shall ensure all subcontractors and team member rates are included. Failure to do so makes the Offeror unawardable.
3. For PECP purposes. Direct labor rates are required. Please ensure all proposed rates are correlated to the Office of Management and Budget (OMB) Standard Occupational Classification (SOC).
4. All labor rates should be expressed as dollars & cents.
5. If proposing escalation, Offerors shall identify the time period for the dates. Offeror's are welcome to use its budget year to determine when to apply the escalation, ie Jan to Dec, Oct to Sep, Apr to Mar.
6. TAB 1 Columns A through I will be established as pricelist.
7. Total Evaluated Price (TEP) will be the average of the sum of all proposed fully burdened labor rates across all years.
