PLANS PROGRAMS BUDGETING AND EXECUTION (PPBE)

Solicitation # FA701424R0002

Contracting Questions

1. Attachment : BPA Terms and Conditions - #3 - Can the Government confirm the $2M ceiling amount for the BPA includes the base and all option periods?

a. Yes. The intended BPA ceiling of $2M includes the base year and all option years.

2. Attachment 1 - ITO, Section 5. Evaluation Criteria - Can the Government clarify the price evaluation method? Is it based on the Attachment 3 - Price Proposal Template or Attachment 4 - PECP Pricing

Sheet? If based on Attachment 3 - is this for BPA call order requirement?

a. Conducted in accordance with the evaluation criteria listed in FAR 52.212-2 (within attachment 1). Yes, our price analysis will be conducted using data provided in attachment

3 (price proposal template)/attachment or filling in SF 1449 in conjunction with evaluation of the PECP.

3. Can the Government provide current level of effort supporting the program?

a. There is no current contract for this effort. The previous contract has expired. During the interim, similar contract requirements have been executed using GPC. The historical data within attachment 6 provides a synopsis of the frequency of task performance and what one can reasonably expect to perform.

4. Attachment 1 - ITO, Section 8 states that no smaller than 12-point should be used for the text. Will the Government permit offerors to use a smaller font in tables or graphics, as long as the tables or graphics are similarly readable?

a. Yes. The Government shall permit offerors to use a smaller font in tables or graphics as long as the tables or graphics are similarly readable.

5. Can you provide clarity on the order amounts and caps, as we are trying to ascertain the total contract value, and want to understand if pricing shall not exceed $2M cap for orders in a specified period or the $50,000 limit per call order?

a. The $2M is the overall ceiling for the BPA within the ordering period; base year plus four option years. The $50K call limit is specific to each call placed on the BPA. A single call shall not exceed $50K. When a need exists, the Government can issue calls up to $50K but the cumulative amount shall not exceed the $2M ceiling.

6. The RFP's Technical Volume demands a comprehensive plan detailing the technical strategy and methods for the Checkmate initiative. Can you provide clarification on what the Checkmate Support requirements are per the PWS?

a. “Checkmate Support” requirements is a typographical error. It should say “Plans, Programs, Budgeting and Execution (PPBE)” requirements.

7. Will the Task Orders under this BPA will be FFP?

a. Yes, the calls made under the BPA shall be FFP.

8. The attachment asks offerors to “identify the technical approach, methodology, and any analytical techniques that the offeror will utilize to provide Checkmate support.” Is this reference to Checkmate an error; if so, request the Government adjust the instructions.

a. Yes, the reference to “Checkmate” is an error. It should state “Plans, Programs, Budgeting and Execution (PPBE)” requirements.

9. The attachment states “Proposed prices shall be provided reflecting the established CLINs and sample pricing sheet composed with each tasking per the PWS. Pricing shall be reflective of the specified contractor’s labor categories and hours stated in each CLIN in the RFP.” There is no document in the solicitation referred to as “sample pricing sheet”. Attachment 3 provides a pricing template;

Attachment 4 a PECP pricing sheet; Attachment 5 historical data. Can the Government clarify if one of these documents is the sample pricing sheet and, if not, please provide that information?

a. The sample pricing sheet is referring to Attachment 3, BPA PPBE Price Proposal Template.

10. This attachment provides a quantity of 1 and unit of each for each of the 7 tasks/CLINs. Is the

Government’s intent for offerors to provide a total fixed price cost for a single unit of each task/CLIN based on the offerors assessment of the labor LOE required to meet the task requirements for each

CLIN?

a. Yes. The CLIN(s) will be Firm-Fixed Price. The intent is to establish a predetermined price list from which the Government will derive pricing for calls. That is why the Government requests a quantity of “1.” er CLIN. The Government intends to develop a price listderive the pricing per call

11. Can the Government confirm the price established with the “FY24_Attachment_3_PPBE_BPA Price

Proposal_Template” is for evaluation only but is not intended to create fixed unit ceilings for each task/CLIN?

a. The Pricing Proposal template will be used as the basis to establish proposed Total

Evaluation Price (TEP). The ceiling is fixed. Regardless of the TEP, the BPA ceiling shall and will not exceed $2M.

12. The Government’s call order procedures (Attachment 8) specifically requests task pricing and potential for rate discounts suggesting that the offeror is establishing ceiling rates. Can the

Government please clarify whether fixed unit ceiling prices for each year are being established via

Attachment 3 or labor ceiling rates are being established via Attachment 4?

a. The unit price per CLIN is being established via attachment 3; firm-fixed price. Said prices are proposed at the offeror’s discretion. The overall BPA ceiling shall remain fixed at $2M across the period of performance. The Government will evaluation attachment 4 for price realism.

13. The Government indicates that "Price information for each team member/subcontractor shall be furnished in the same format and level of detail as prescribed for the prime Offeror". Can the

Government please confirm that subcontractors be allowed to provide the labor build details required in Attachment 4 as an unsanitized submission directly to the Government?

a. Subcontractors should submit their labor build details to the prime contractor, and the prime shall submit that buildup as a part of their proposal package. If subcontracting is anticipated, the prime must provide subcontracting plan or teaming agreements -breakout narrative explaining percentage of work to be done by the prime or the subcontractor.

14. Attachment 4 provides columns to map positions to OASIS labor categories/skill levels/OMB SOC

#s. However, the solicitation was not released as an OASIS task order. Can the Government please clarify?

a. Please disregard “OASIS” as a part of the attachment 4.

15. The Government has a management task/CLIN (7). However, it is unclear whether this task is intended to cover management of the BPA only or included projected hours for managing call orders under the other 6 tasks. The latter would be difficult to project in advance given the uncertainty of which combination and number of tasks may be bundled into a single call order. Recommend the

Government re-set task/CLIN 7 for BPA management and have each offeror include the management estimated to execute each task within CLINS 1 - 6 as part of those task prices. That will provide a more accurate look at the total cost of each task as well as provide a CLIN for overall BPA management (Attachment 3).

a. Make CLIN 0007 for BPA management???

16. Because the Government has established a BPA for this effort, recommend that CLIN 7 be awarded and funded at the BPA level to allow the contractor the ability to manage the requirements for executing the overall BPA? (Attachment 3)

a. BPA level or Call Order level??

17. Vol III Cost/Price instructions indicated pricing to be provided in 3 sections. Section 1 is described as a "Price Spreadsheet with Supporting Docs"; Section 2 is the Price Narrative/Disclosure Documents;

Section 3 is the PECP. Can the Government please clarify what "Supporting Docs" for Section 1 is referring to? (Attachment 1)

a. Any documentation the offeror’s intend to provide as supporting documents to substantiate pricing assertions made in attachment 3/4, please do so at your leisure.

18. The call order guide indicates "The contractor SHALL not exceed the agreed upon rate for each specific task(s); however, discounting is acceptable and encouraged." Can the Government indicate what 'rate' the Government is referring to that can be discounted? (Attachment 8)

a. Unit price indicated within the pricing sheet shall serve as the fixed rate for each task for a specific call. The ordering guide shall be amended to remove the discount statement.

19. The Government provides a plug number for ODCs for the BPA pricing; will the Government provide a ODC number for each call order as well? (Attachment 8)

a. ODCs should be incorporated into CLIN pricing.

20. Tab 2, Row 1, Col E lists a PoP starting with 1 Jan-31 Dec 2023 and continued in Cols F - I; can the

Government please update this attachment? (Attachment 3)

a. It is believed that this is for Attachment 4, BPA PECP Pricing Sheet. The requested change has been reflected in the updated attachment.
