About this file

This addendum to the Fort Valley Utility Commission's design-build procurement modifies the proposal submission timeline for the Effluent Pipe from Highway 49 to Mossy Creek project. The original proposal due date of July 3, 2026 at 2:00 PM has been extended to July 9, 2026 at 2:00 PM. The project involves design and construction of approximately 4,000 linear feet of 20-inch fusible PVC effluent pipe installed at approximately 6 feet below grade, with approximately 185 linear feet bored under a Norfolk Southern railroad line within a 30-inch steel casing pipe at 24 feet below the rail base. The scope includes excavation of 40-foot launching and 15-foot receiving pits, as well as manholes, erosion control, and all ancillary items for complete installation. All bidders must acknowledge receipt of all addenda in writing with their proposal submission and verify receipt prior to submission.

The addendum revises Form TP-1 of Volume II to request State Utility Contractor License Number rather than State Contractor License Number. Bidders must submit comprehensive technical proposals including 18 required forms addressing team organization, project understanding, relevant experience, key personnel, project approach, CPM schedule, resource loading plans, risk management, quality management, safety programs, financial capacity, references, schedule commitment certification, and ARPA experience certification. The proposal package must demonstrate substantial completion by September 30, 2026 and final billing by October 31, 2026. All proposals must be mailed or hand-delivered to Fort Valley Utility Commission, 500 Anthoine Street, Fort Valley, Georgia 31030, with sealed envelopes marked accordingly. The project is federally funded under ARPA guidelines.
