About this file

This document is a response to a Request for Quotation (RFQ) from the Illinois Gaming Board for portable fingerprinting equipment. Fulcrum Biometrics is proposing to provide a complete set of portable fingerprinting equipment, including fingerprint scanners, software, and support services. The Illinois Gaming Board intends to order a minimum of four fingerprinting equipment sets, with the potential to order up to 20 sets over the contract term. The equipment must meet specific requirements, such as being portable, having card scan capability, and being able to produce a flat file of fingerprint data. Fulcrum Biometrics will provide both on-site and remote support, with the equipment being delivered within 10 business days after receipt of order.

The pricing for the complete set of portable fingerprinting equipment is $7,325 per system, with an annual software maintenance and support plan costing $850 per year. Fulcrum Biometrics also provided pricing for on-site support at $150 per hour and remote support included in the service plan. Optional add-ons, such as a hard travel case, tripod, and extended warranties, are also available.

Qualifications:

1. Vendor is approved by the Illinois State Police as a live scan system service provider.

Response: Fulcrum Biometrics is an ISP/FBI-Approved and Certified Livescan System Vendor.

2. Vendor is capable of providing both on-site and remote support.

Response: Fulcrum Biometrics capable of providing both on-site and remote support as needed during the life of the contract.

3. Vendor provides a warranty on the fingerprinting equipment, including all peripheral and ancillary equipment.

Response: Fulcrum Biometrics, will provide a warranty on the fingerprinting equipment, including all peripheral and ancillary equipment from Fulcrum Biometrics. Warranties will vary based on manufacturer for each hardware product. The level of support included in the quote, includes a cross-ship supply of hardware to minimize downtime in the event of a hardware failure.

Upon notification of a defective hardware product, Fulcrum Biometrics will facilitate the return process. (Refunds are only allowed within the first 30 days upon receipt of goods.) Customer should not return any hardware until a Return Merchandise Authorization (RMA) Form is provided.

4. Vendor provides equipment within 10 business days ARO.

Response: Once the project is won, a contract signed, and BOA/ARO is established, the software will be installed on the computer before shipping and then all hardware will be shipped to the customer within 10 days ARO. Please be advised that there are other steps that need to be taken with the ISP if not already done so. These steps include:

· Completing an application with the ISP.

· Anyone that will be fingerprinting people must complete the fingerprint training certification program.

· The customer (if not a law enforcement agency) will need to obtain Static IP Addresses for each location. These IP addresses will need to be whitelisted by the ISP.

· The ISP will need to issue final system configuration information that will be entered post-shipment of the livescan system.

· A system test will need to be scheduled with the ISP prior to submitting any fingerprint records to the ISP.

As you can see, there are many steps to the onboarding process with the ISP and Fulcrum Biometrics will help the Illinois Gaming Board at each step in the process.

Fulcrum Biometrics will meet IGB expectations that when a Notice of Award is published, product delivery can be negotiated, but products will be delivered no later than 60 days without reasonable cause.

Requirements:

· Vendors must provide all equipment necessary (fingerprinting equipment, including all peripheral and ancillary equipment) to obtain and submit fingerprints to the Illinois State Police.

Response: Fulcrum Biometrics will provide all equipment necessary to collect and electronically submit fingerprints, demographic information, photos, and agency information to the Illinois State Police.

· The equipment must be portable.

Response: All equipment is portable. While a hard travel case was not included in the requirements, Fulcrum Biometrics has listed a hard carry case in the response as an optional add-on product. The hard case makes it easy to transport the system and keep it secure during storage. Also, the fingerprint card scanner is typically not transported. Fingerprint cards would be mailed to a central location to be imported into the livescan system for transmission to the ISP.

· The equipment must also be capable of producing and exporting a flat file of data on the fingerprints collected. This flat file must include the name, date of birth, social security number, print date, and TCN number assigned to the fingerprints collected.

Response: The livescan system includes support for custom reports. A custom report will be created for the Illinois Gaming Board that includes a name, date of birth, social security number, print date, and TCN number assigned to the fingerprints collected. This file can be printed or exported as a “flat-file”.

· The equipment must have card scan capability.

Response: The system quoted includes the fingerprint card scanning software and hardware.

· The equipment must be capable of reading government issued identification cards (e.g. passports, drivers licenses) and capturing the information for export into a database with the captured prints.

Response: The livescan system is capable of reading government issued identification cards such as driver’s licenses that comply with the AAMVA driver’s license standard.

· The equipment must be capable of collecting a minimum of 50 sets of fingerprints per day.

Response: The equipment is capable of collecting 50 sets of fingerprints or more per day when using the driver’s license reader and when utilizing fingerprinting best practices.

· Vendors must provide both on-site and remote support.

Response: Fulcrum Biometrics will provide both onsite and remote support as needed.
