13. CABLING:

Cable Color

The Department of Homeland Security has the need for computer equipment to be connected with appropriate color data cables. This will allow proper and quick identification of equipment on the three different Local Area Networks by clearance level and the telecommunication lines.

To meet this requirement, the following color configuration will be used:

Blue data cables for all CAT6 connections:

If necessary, alternate color fiber cables may be substituted for any system, if the cables are clearly marked on both ends designating the level of information traveling across the fiber. Red fiber cabling will not be used as an alternative color.

Horizontal Cables

• Shall be CAT 6 rated.

• Use of Copper Clad Aluminum (CCA) ethernet cables is not permitted.

Patch Cables

Contractor shall supply and install all patch CAT 6 cables required for workstations and patch panels, to include patch panel to switch connections. Use of Copper Clad Aluminum (CCA) ethernet cables is not permitted.

Cables (Workstation)

The workstation patch cable connects the end user devices (personal computer, terminals, etc.) to the IMO (jack). For most installations, these patch cables will be provided and left on-site for the deployment team or local network people to install when setting up workstations and are not included in the overall cable plant certification. The workstation patch cable may be any length if the combined lengths of the workstation patch cable, the horizontal workstation cabling, and the patch-panel cable does not exceed 100 meters (328 feet). If the installation vendor chooses, custom-length, certified station cables can be used.

Patch Cables (Panel)

The patch-panel cable connects the horizontal cable port to the voice and data electronics within a central wire center or closet, typically a RWC or MDF. It is the cable installer’s responsibility for patching all active cable locations into active ports, unless otherwise directed by the DHS manager or designated representative. These cables are pre-certified by the manufacturer; therefore, it is unnecessary to include them in the cable plant certification. Wire management and organization is important to facilitate troubleshooting, repair, and documentation and, as such, there are key elements to ensure patch cords are properly installed. The following requirements shall be followed for patching workstation ports to electronics:

• The patch-panel cable may be any length, provided that the combined length of the workstation patch cable, the horizontal workstation cabling, and the patch-panel cable does not exceed 100 meters (328 feet).

• If the installation vendor chooses, custom-length, certified station cables can be used.

• Patch cables must be labeled and matched on both ends, in a standard one-up numeric convention.

An example would be a closet that has 100 active workstations; thus 100 patch cables are installed, one for each active node, starting with cable identification (ID) number one and ending with ID number 100. Any support personnel would be able to view the station patch panel and electronics equipment to determine which specific port a particular station is connected.

• Patch cable numbering shall be affixed to both ends of each patch cord approximately one inch from the terminator or mod plug.

• Label IDs must be legible and produced with indelible ink. The preferred method is a printed label.

Installers must avoid the use of materials that will distract from the appearance of the installation, or any temporary marking.

• Ensure patch cables are installed in a manner that does not require support personnel to “tug” or “trace” cables in order to determine the active port.

• Cables must be dressed utilizing available horizontal and vertical wire management.

• Patch cables should provide a neat and organized appearance, eliminating large bundles of cables in single locations, preventing tangles and using incorrect or oversized cables that produce excess slack.

• Cables shall never exceed the minimum bend radius or have kinks or nicks in accordance with the ANSI/TIA/EIA specifications.

• Cables should utilize left and right vertical wire management to reduce cable patch congestion and produce even cable distribution within a given cabinet.

• Patch cables shall never create a trip hazard or other risk to equipment, services or personnel.

14. ACCESSIBILITY REQUIREMENTS (SECTION 508)

Section 508 of the Rehabilitation Act, as amended by the Workforce Investment Act of 1998 (P.L. 105-220) (codified at 29 U.S.C. § 794d) requires that when Federal agencies develop, procure, maintain, or use information and communications technology (ICT), it shall be accessible to people with disabilities. SECTION D – SCOPE OF WORK

FPS AREA COMMAND OFFICE BRANDING AND SIGNAGE REQUIREMENTS

D.1 Purpose

Define the branding and signage requirements for the FPS District Command Office interior spaces and workstations so signage supports wayfinding, security, identity, accessibility, and operational workflows, and integrates with the FF&E, security systems, and GSA/FPS branding requirements.

D.2 Scope

• Includes: design, fabrication, delivery, installation, testing, and turnover of all interior signage and workstation identity elements shown on the design intent drawing and required by the Program of Requirements.

• Applies to: workstation nameplates and branding, room identification, wayfinding, security and restricted-area signage, evidence/chain-of-custody labels, locker numbering, K9 and detainee area signage, conference/huddle room signs, parking/entry signage inside the suite, and digital display content templates.

• Excludes: exterior building signage beyond the suite entry unless specifically requested; IT/AV hardware procurement (signage content only).

• All signage shall comply with ADA/ABA, GSA branding guidance, and DHS/FPS identity standards.

Design Standards and Materials

• Branding: Use FPS/DHS approved logos, color palette, and typography. All logo artwork must be provided by FPS or GSA and used without modification.

• Accessibility: All permanent room ID and wayfinding signs shall include raised characters and Grade 2 Braille, tactile characters, and meet ADA mounting heights.

• Durability: Use vandal-resistant, tamper-proof materials in secure areas (e.g., evidence, weapons, detainee). Preferred materials: anodized aluminum, high-pressure laminate (HPL), acrylic with anti-graffiti coating, or stainless steel for heavy-use zones.

• Finish & Contrast: High contrast between text and background for legibility; matte finishes to reduce glare.

• Mounting: Concealed tamper-resistant fasteners for secure rooms; standard concealed mounting for offices and public areas.

• Security Integration: Signage adjacent to access-controlled doors shall provide PACS reader location indicators and be coordinated with PIV reader hardware. Signs in camera-monitored rooms shall include CCTV notice per policy.

• Digital Signage: Conference and huddle rooms shall receive digital room-status displays (content templates only). Contractor provides faceplate and mounting; AV/IT contractor provides display hardware.

Submittals, Approvals, and Mockups

• Submittals required prior to fabrication: full sign schedule, scaled shop drawings, color and material samples, logo artwork proofs, tactile/Braille layout, mounting details, and digital content templates.

• Mockups: Provide one full-scale mockup of a workstation nameplate and one room ID sign for approval. Mockups shall be installed temporarily in the project site for 5 business days for stakeholder review.

• Approvals: No fabrication shall commence until GSA/FPS signoff on materials, colors, copy, and ADA compliance is documented. Provide a consolidated approval log.

Installation, Testing, Acceptance, and Maintenance

• Installation: Coordinate with construction schedule and security escorts. Install signs plumb and level; conceal fasteners where required. Use tamper-resistant anchors in secure rooms.

• Integration: Coordinate with IT/AV for digital displays and with security contractor for PIV reader proximity indicators and CCTV notice placement. Ensure signage does not obstruct cameras or sensors.

• Testing & Acceptance: Verify tactile/Braille compliance, verify digital templates display correctly on provided hardware, and confirm all sign copy matches approved list. FPS and GSA will perform final inspection and sign acceptance certificate.

• Documentation: Provide as-installed sign schedule with locations, mounting heights, materials, and serial numbers for any security-integrated signs. Provide maintenance and cleaning instructions.

• Warranty: Minimum 5-year warranty against manufacturing defects and finish failure; anti-graffiti coating warranty where applied. Provide repair/replacement response within 72 hours for critical signage.

• Spare Parts: Deliver spare nameplates (10% of quantity, minimum 3) and replacement adhesive/mounting hardware.
