1.5 CERTIFICATES OF CONFORMANCE
A. Requirements: The Contracting Officer may permit use, prior to sampling and testing, of materials when accompanied by Certificates of Conformance. Materials used based on a Certificate of Conformance may be sampled and tested. Installation of materials based on Certificates of Conformance shall not relieve the Contractor of responsibility for incorporating materials which conform to the requirements of the drawings and specifications. Material not conforming to those requirements will be subject to rejection, whether in place or not.
| B. | Format: The Certificate of Conformance provided by the supplier shall: |
| 1. | State that the named product conforms to the Contract requirements. |

1.6 QUALITY ASSURANCE
A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.
B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.
C. Measurements: Where approved manufacturer's diagrams and shop drawings give specific measurements or roughin dimensions for equipment, these dimensions shall take precedence over dimensions indicated on the drawings.
D. Equipment: Prior to ordering equipment, verify dimensions and functions of equipment proposed for use including the electrical service requirements. Be certain the equipment is compatible with the structural and architectural features of the work, avoids conflicts with equipment of other crafts, and that it will fit in the space provided.
1.7 DELIVERY, STORAGE, AND HANDLING
A. Delivery: Protect products incorporated into the work from damage while in transit to the site. Products must be delivered in original unopened containers with manufacturer's name, brand designation, and contents legibly indicated. The containers shall bear the referenced specification number, type, and class as applicable.
B. Storage: Provide temporary storage facilities for products. Storage shall comply with the manufacturer's instructions. The storage area shall permit access for inspection and handling.
C. Handling: Load and unload products protecting them from damage.
1.8 PROJECT/SITE CONDITIONS
A. Access to the Work: From intersection of HWY 189 and HWY 30 near Best Western in Kemmerer, take HWY 30 West 8.3 miles to County Road 328. Turn left onto County Road 328 and drive South 0.1 miles to County Road 341. Turn left onto County Road 341 and continue straight for 0.8 miles. There will be a turn-off on the left-hand side of the road. Take the turn-off and proceed through the gate. If gate is closed, proceed through and close gate after entering. Well site is approximately 1.8 miles from gate. An existing two track extends about one mile and will need to be improved for equipment access; and the remaining 0.8 miles of access road will need to be constructed. See Attachment 1 for proposed access road. Operations shall be scheduled during natural daylight hours. The work area is available to the Contractor during these hours.
B. Environmental Considerations: Spills of (oil, fuel, concrete slurry, etc.) occurring during the work of this project shall be excavated to a minimum depth of twelve (12) inches beyond contaminated material and removed from the work location. Prescribed measures to prevent water pollution to nearby water resources shall be strictly observed.
C. Existing Surface Conditions: The well site location is slightly inclined with a riparian area on the downhill side of the exposed casing. The ground elevation is roughly 6871 feet. Vegetation is mostly reeds in riparian area and sage brush uphill of the exposed casing. There is debris around the exposed casing, including an old water trough, wood, and rusted out 55-gallon drums. See Attachment 4 for pictures of wellsite.
D. Fossil #1 has three casing strings exposed at surface. There is no production equipment associated with the exposed casing. The original wellsite has been re-vegetated, and the original dimensions are unknown. The area surrounding the casing is sloped slightly. The exposed casing is leaking water, which has created a riparian area directly downslope of the casing. The fluid level in the innermost casing also shows some bubbling, indicating gas release. It is unknown if this is hydrocarbon-based or another gas. No H2S was detected onsite and is not expected; although it is recommended that a multimeter be used to assess site conditions before plugging operations begin and during operations. See Attachment 4 for pictures of wellsite.
1.9 SEQUENCING AND SCHEDULING
A. Work Schedule: The schedule shall be submitted at the prework conference. When requested, submit an updated schedule within 3 calendar days. As a minimum, the estimated start and completion dates shall be shown in the estimate.
B. There are various project components that must be completed before construction and/or plugging operations may commence. The following table details those components, who will complete the work, and when the work is estimated to be completed. Please note that many of these components are dependent on conducting on-site investigations, which may only be conducted when weather allows.
