About this file

This document contains notes from a pre-bid conference for solicitation number 140L6221R0027 for the Fossil 1 oil well plugging and reclamation project being conducted by the Bureau of Land Management Wyoming Region. The pre-bid conference notes provide answers to questions from potential offerors regarding project requirements. Specific requirements addressed include the allowed use of fly ash or barite to increase mud spacer weight, confirming casing integrity will be determined by running a cement bond log and caliper tool, defining the boundaries of the well pad as no larger than 250 feet by 250 feet with potential archeological resources within 50 feet of the wellhead, allowing the use of portable rig anchors, and clarifying that the emergency pit must be lined with an impermeable liner of at least 12 mil thickness with a permeability rate less than or equal to 1x10-7 cm/sec. The notes also state contingencies are not built into cost estimates and the contractor will not be responsible for any oil flows occurring downslope during pumping operations or plugging procedure changes if needed. Rock hauled onto the site must also be hauled away for reclamation.

On-site questions/answers/discussions

1. Can fly ash or barite be added in the mud spacers for increasing weight? Answer: Yes.

2. Is the casing integrity known? Answer: No, but a cement bond log (CBL) and caliper tool are required to be ran per the SOW.

3. What is the boundary of the well pad? Answer: The SOW requires a well pad no larger than 250’ x 250’.

a. There was a potential archeologic resource within approximately 50’ of the well head.

b. A map will be added to the solicitation defining the actual limits/boundaries of the well pad.

4. Can portable rig anchors be used? Answer: Yes.

5. Does the emergency pit have to be lined? Answer: Yes, per the SOW.

a. Clarification/amendment to the liner requirement: The pit shall be lined with an impermeable (12 mil minimum with a permeability less than or equal to 1 X 10-7 cm/sec) liner. The liner shall be physically and chemically compatible with all substances which it may contact and shall be of sufficient strength and thickness to withstand normal installation and use, and installed so that it will not leak. The liner shall be installed over a smooth sub-grade, matting, or fill materials (e.g., sifted dirt, sand, or bentonite) that's free of pockets, loose rocks, and other objects that could damage the liner.

6. Are contingencies built into the cost? Answer: No.

7. Will the contractor be responsible if oil flows occur down the hill while pumping? Answer: No.

8. What about major changes to the procedure while plugging? Answer: They will be addressed if the situation arises.

9. Does hauled-in rock need to be hauled away for reclamation? Answer: Yes.
