Proposing firms must have at least ten years of experience in NPDES stormwater permit services and employ registered Professional Engineers licensed in Maryland, with a Senior Environmental Scientist required to have a minimum of 7 years of Maryland NPDES municipal stormwater permit experience. The evaluation will utilize a 100-point scoring system with 50 points allocated to technical proposal content and 50 points to cost. All task orders are contingent upon appropriation and encumbrance of fiscal funding, and services can only commence after receiving a written Notice-to-Proceed and Purchase Order. Comprehensive insurance coverage, including commercial automobile, workers' compensation, general liability, and professional liability insurance, will be required.
