About this file
This is a Procurement Guidelines document from the City of Tampa establishing minority and small business participation requirements for formal procurements and solicitations. The guidelines define eligible business categories including Asian Business Enterprises (ABE), Black Business Enterprises (BBE), Hispanic Business Enterprises (HBE), Native American Business Enterprises (NBE), and Woman Business Enterprises (WBE). The document categorizes procurement types into construction, construction-related professional services, non-professional services, and goods, with specific participation targets for underutilized WMBE firms as prime contractors and sub-contractors/sub-consultants across each industry category. The guidelines were established in October 2012 and apply to all formal RFP procurements.
In the context of the City of Tampa's Citywide Armed Security Guard Services contract, these procurement guidelines directly inform the 20-point evaluation category dedicated to WMBE and Small Local Business Enterprise (SLBE) participation. Security guard services are classified as non-professional services under the guidelines, making them subject to established minority participation targets. Proposers must demonstrate meaningful involvement of certified underutilized WMBE firms and external agency certifications to maximize their evaluation score. The contract carries a departmental budget of $6,000,000 over an initial three-year term with two optional one-year renewals, with proposals due June 11, 2025, following a mandatory pre-proposal conference on May 12, 2025.
