About this file
This document is the MBD Form-70 Procurement Guidelines for Minority & Small Business Participation, issued by the City of Tampa in October 2012. The document provides a comprehensive framework for implementing minority and women-owned business enterprise (WMBE) participation across various industry categories including construction, construction-related services, professional services, non-professional services, and goods procurement. The guidelines specify underutilized WMBE prime contractors and sub-contractors/sub-consultants for each industry category, identifying specific demographic groups such as Black, Hispanic, Asian, Native American, and Women-owned businesses.
The guidelines are designed to narrowly-tailor WMBE participation in formal procurements and solicitations, with detailed definitions for each industry category. The document includes an index defining business enterprise types (BBE, HBE, ABE, NBE, WBE) and provides clear categorizations of services and goods. While the document does not specify exact participation percentages or financial requirements, it establishes a structured approach to increasing diversity and inclusion in City of Tampa procurement processes across different business sectors and enterprise types.
