About this file
The document is an MBD Form-70 Procurement Guidelines document from October 2012, focused on implementing Minority and Small Business Participation guidelines for formal procurement processes. The guidelines provide detailed classifications for industry categories including Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods, with specific definitions for each category. The document outlines underutilized Women and Minority Business Enterprise (WMBE) participation requirements for both prime contractors and sub-contractors/sub-consultants across these industry categories.
The guidelines are narrowly-tailored to promote participation of underrepresented business enterprises, specifically identifying and categorizing businesses by racial and gender classifications: Black Business Enterprises (BBE), Hispanic Business Enterprises (HBE), Asian Business Enterprises (ABE), Native American Business Enterprises (NBE), and Woman Business Enterprises (WBE). The policy applies to formal procurements and solicitations, with the goal of increasing participation of these underutilized business groups across different industry segments. The document provides a matrix showing the specific minority and gender groups that are considered underutilized in each industry category, both for prime contractors and sub-contractors, serving as a strategic tool for procurement diversity and inclusion.
