About this file
This is a Subcontractor Utilization Plan form issued by the City of St. Petersburg, Florida for the Downtown Enhanced Services Zone (DESZ) project. The form requires proposers to demonstrate their intent to engage small business enterprises (SBEs), women business enterprises (WBEs), veteran-owned businesses, and minority business enterprises (MBEs) within the Tampa Bay Region. Proposers must describe their outreach efforts, education initiatives, mentorship programs, and process improvements designed to increase participation by small, veteran, diverse, and women-owned businesses. The RFP seeks comprehensive on-site ambassador services for a 226-acre downtown area, with service delivery required seven days a week, fifty-two weeks per year, including hospitality, wayfinding, cleaning, maintenance, and compassionate engagement with unhoused individuals. A pre-proposal meeting is scheduled for February 18, 2026, with questions due by March 10, 2026 and responses provided by March 17, 2026; proposals must be submitted electronically by March 26, 2026 at 3:00 p.m. The contract term is three years from execution with two optional one-year renewal periods available by mutual agreement.
The estimated annual budget for DESZ services is $630,000. Participation by small, veteran, minority, and women-owned businesses is voluntary with no minimum participation requirements mandated for contract award; proposers will not be considered non-responsive if the Subcontractor Utilization Plan shows zero diverse business participation. However, the City strongly encourages proactive engagement with these business categories. The evaluation criteria allocate 15 percent of the scoring to business enterprise program outreach and utilization. There are no set-aside restrictions limiting organizational eligibility. Proposers must comply with living wage requirements per St. Petersburg City Code, maintain comprehensive insurance coverage including $1,000,000 commercial general liability and commercial automobile liability, and provide a minimum of three client references demonstrating relevant experience with similar downtown ambassador or enhanced services programs within the past five years.
