About this file
This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida's Downtown Enhanced Services Zone (DESZ) contract opportunity. The DESZ project encompasses approximately 226 acres in downtown St. Petersburg and seeks proposals from qualified providers to deliver on-site ambassador services focused on cleanliness, hospitality, and beautification to supplement existing city services and maintain a welcoming downtown environment.
The Subcontractor Utilization Plan requires proposers to demonstrate their intent and efforts to engage small businesses, women-owned businesses, veteran-owned businesses, and minority-owned businesses within the Tampa Bay Region. Proposers must describe their specific efforts in engaging these business categories and reducing barriers to participation through outreach, education, mentorship, and process improvements. Participation by small, veteran, minority, and women business enterprises is voluntary with no minimum participation requirement mandated as a condition for contract award. Proposers will not be deemed non-responsive if they submit a plan with zero participation amounts from these business categories; however, the City encourages proactive engagement with diverse business enterprises. Proposers must complete the form by identifying anticipated percentages of contract amounts and listing specific subcontractors in each applicable business enterprise category.
