Proposal Requirements Summary
This document contains proposal instructions for the City of St. Petersburg, Florida's Downtown Enhanced Services Zone (DESZ) contract opportunity, which encompasses approximately 226 acres in downtown St. Petersburg. The City is requesting proposals from qualified firms to provide on-site ambassador services, including daily cleaning, maintenance, and community engagement programming designed to supplement existing City services and enhance downtown cleanliness, hospitality, and beautification. Proposals must be submitted as a single continuous PDF document labeled "Proposal Requirements" and must follow a structured format including a table of contents, cover letter, executive summary, technical approach, innovation and technology plan, community engagement plan, budget proposal, business enterprise outreach documentation, and client references. The solicitation requires proposers to demonstrate relevant experience managing similar programs, including downtown ambassador services, business improvement districts, and enhanced services districts, with examples of interactions with city councils and community stakeholders. All proposals must address staffing plans, employee training models, equipment requirements, subcontractor utilization, service schedules, complaint protocols, technology integration, and coordination with City departments including Public Works, Parks & Recreation, Sanitation, St. Petersburg Police Department, and Code Enforcement.
The proposal evaluation will be weighted across eight key categories: Executive Summary, Experience & Qualifications (10%); Technical Approach and Integration Plan (25%); Innovation and Technology Use (20%); Community Engagement Plan and Compliance with City Ordinances (20%); Budget & Cost Proposal (10%); Business Enterprise Outreach and Utilization (15%); and References. The budget proposal must itemize all costs including labor and benefits, equipment and supplies, technology and reporting systems, management and administrative costs, and per-occurrence unit rates for unforeseen trash and litter pickup services requested on an as-needed basis. Proposers must include a minimum of three client references from similar projects completed within the past five years and demonstrate compliance with City of St. Petersburg ordinances, policies, and procedures. The proposal emphasizes the importance of humane, respectful, and non-enforcement-based community engagement, particularly with vulnerable populations, and requires integration with the City's SeeClickFix platform for resident and visitor communications regarding service concerns.
