About this file

This is a Subcontractor Utilization Plan form issued by the City of St. Petersburg, Florida, in conjunction with Request for Proposals RFP-26-106 for Financial Services and Real Property Title. The RFP seeks qualified title and escrow service companies to provide comprehensive real property title services, including property information reports, title commitments, title insurance policies, escrow services, closing services, and related documentation for real property transactions. The City estimates annual usage of 80 property information reports, 270 title commitments, 40 updates to title commitments, 110 closing fees with notary service, and 100 title insurance policies for easements. The proposal submission deadline is April 14, 2026, at 3:00 p.m. through the City's procurement portal, with vendor questions due by March 19, 2026, at 12:00 p.m. A tentative evaluation and shortlisting meeting is scheduled for April 28, 2026, at 10:00 a.m. The initial contract term is three years with one optional two-year renewal period by mutual agreement.

The evaluation criteria are weighted as follows: qualifications and experience (40 percent), project approach (34 percent), cost analysis (15 percent), and business enterprise outreach and utilization (11 percent). Proposers are encouraged to demonstrate voluntary participation with Small Business Enterprises (SBE), Women Business Enterprises (WBE), Veteran-Owned Businesses, and Minority Business Enterprises (MBE) located in the Tampa Bay Region; however, no minimum participation level is required for contract consideration or award. All qualified vendors must be registered with the Florida Department of State, hold state title insurance agency licensure, and be appointed as a title agent-in-charge. Proposers must maintain comprehensive insurance coverage, including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Professional Liability ($1,000,000 per occurrence), and Fidelity/Crime insurance ($500,000 minimum). Services pricing must remain firm for the initial three-year term, with any increases upon renewal requiring thirty days' written notice and mutual written agreement. The award is anticipated to be made to multiple vendors deemed most advantageous, and no specific budget range or award values are disclosed, as compensation will be determined based on unit pricing submitted and actual service utilization.
