About this file
This file contains proposal requirements instructions for a Request for Proposals issued by the City of St. Petersburg, Florida, for real property title and escrow financial services. The City seeks qualified title and escrow service companies to provide comprehensive title services, including title reports, title commitments, title insurance policies, escrow services, closing services, and related support for real property transactions such as deed conveyances, easements, and other transfers of real property interests. The solicitation requires vendors to submit proposals in a single continuous PDF document organized in a prescribed sequence: a transmittal letter on company letterhead signed by an authorized representative; qualifications and experience documentation including team descriptions, organizational charts, and resumes for key personnel; a project approach describing the process for service delivery and City interfacing; a detailed cost analysis; and references from at least five similar projects completed within the past five years, including a minimum of two Florida government clients.
The proposal requirements emphasize organizational capability and relevant experience, with particular focus on project manager qualifications requiring a minimum of five years of applicable experience who must remain assigned throughout the contract term and cannot be replaced without City approval. Vendors must provide past performance on similar projects completed within the past three years and demonstrate their history of work with the City of St. Petersburg by listing previous and current projects with dates and contract amounts. Additionally, proposers must address business enterprise outreach and utilization by indicating certification status as a Small Business Enterprise, Minority Business Enterprise, Women Business Enterprise, or combination thereof, and detailing efforts to identify and engage such subcontractors, including documentation of attendance at City outreach events, planned capacity-building programs, and past performance in utilizing small businesses on projects within the past five years.
