About this file

This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida, related to a financial services contract for real property title and escrow services. The plan requires proposers to demonstrate their intent to engage minority, women, veteran, and small businesses located in the Tampa Bay Region. Proposers must articulate their efforts in reducing barriers to participation by these business categories through outreach, education, mentorship, and process improvements designed to increase diverse business participation in the project.

The subcontractor utilization goals are voluntary, and proposers are not required to demonstrate any minimum level of small, veteran, minority, or women business enterprise participation to be considered responsive or to receive a contract award. Proposers must indicate the anticipated percentage of contract amount and list all anticipated subcontractors in the applicable categories of Small Business Enterprise (SBE), Women Business Enterprise (WBE), Veteran Owned Business, and Minority Business Enterprise (MBE). While no mandatory participation thresholds exist, the City encourages proactive engagement with small, veteran, minority, and women business enterprises.
