About this file
This is a Subcontractor Utilization Plan form issued by the City of St. Petersburg, Florida for the Downtown Enhanced Services Zone (DESZ) project. The form requires proposers to demonstrate their intent to engage minority, women, veteran, and small businesses in the Tampa Bay Region by describing outreach efforts, barrier reduction strategies, education and mentorship initiatives, and process improvements designed to increase participation by small, veteran, minority, and women-owned business enterprises. Proposers must identify anticipated percentages of contract amounts and list specific subcontractors in the categories of Small Business Enterprise (SBE), Women Business Enterprise (WBE), Veteran Owned Business, and Minority Business Enterprise (MBE). The DESZ project encompasses 226 acres covering approximately 203 blocks including the Downtown Core, Central Avenue Corridor, and Waterfront Arts District. The RFP deadline is March 26, 2026 at 3:00 p.m., with a pre-proposal meeting scheduled for February 18, 2026, questions due by March 10, 2026, and responses provided by March 17, 2026. An evaluation and shortlisting meeting is scheduled for April 8, 2026. The initial contract term is three years from execution with two optional one-year renewal periods available by mutual agreement.
The estimated annual budget for DESZ services is $630,000, with the contract value exceeding $200,000 annually and therefore subject to living wage requirements per St. Petersburg City Code. Small and minority business enterprise participation through the Subcontractor Utilization Plan is entirely voluntary with no minimum participation levels required as a condition for contract award; proposers will not be considered non-responsive if they submit a zero participation amount. However, the City strongly encourages proactive engagement with small, women-owned, veteran-owned, and minority-owned businesses. The business enterprise program outreach and utilization component accounts for 15 percent of the overall proposal evaluation criteria, alongside executive summary and qualifications (10%), technical approach and integration (25%), innovation and technology use (20%), community engagement and ordinance compliance (20%), and budget and cost (10%). No set-aside restrictions limit organizational eligibility for this contract opportunity.
