About this file
This is a Subcontractor Utilization Plan form issued by the City of St. Petersburg, Florida for the Downtown Enhanced Services Zone (DESZ) project. The form requests proposers to detail their intent to engage minority-owned businesses (MBEs), women-owned businesses (WBEs), veteran-owned businesses (VOBs), and small business enterprises (SBEs) located in the Tampa Bay Region for subcontracting opportunities. Proposers must describe their outreach efforts, strategies for reducing barriers to participation by diverse business enterprises, and identify anticipated subcontractors in each applicable category along with the percentage of the contract amount allocated to each category. The DESZ project encompasses comprehensive on-site ambassador services across 226 acres of downtown St. Petersburg, including hospitality, safety outreach, wayfinding, cleaning, and maintenance operations seven days per week, fifty-two weeks per year. A pre-proposal meeting is scheduled for February 18, 2026, with written questions due by March 10, 2026 and responses provided by March 17, 2026. Proposals must be submitted electronically by March 26, 2026 at 3:00 p.m., followed by evaluation and shortlisting on April 8, 2026. The initial contract term is three years from the date of execution with two optional one-year renewal periods available by mutual agreement.
Participation in the Subcontractor Utilization Plan by small, veteran, minority, and women-owned businesses is voluntary with no minimum participation requirements mandated as a condition for contract award; however, the City strongly encourages proposer engagement with diverse business enterprises. The estimated annual budget for DESZ services is $630,000. Proposers must comply with living wage requirements per St. Petersburg City Code due to the contract value exceeding $200,000 annually and maintain comprehensive insurance coverage including $1,000,000 commercial general liability, $1,000,000 commercial automobile liability, workers' compensation per Florida law, and $1,000,000 pollution liability insurance. There are no set-aside restrictions limiting organizational eligibility. Business enterprise program outreach and utilization accounts for 15 percent of the proposal evaluation criteria, with additional evaluation based on executive summary and qualifications (10%), technical approach and integration (25%), innovation and technology use (20%), community engagement and ordinance compliance (20%), and budget and cost (10%).
