About this file
This is a Subcontractor Utilization Plan form issued by the City of St. Petersburg, Florida for the Downtown Enhanced Services Zone (DESZ) ambassador services contract. The form requests that proposers identify their intent to utilize minority, women, veteran, and small businesses located in the Tampa Bay Region as subcontractors for the project. Proposers must describe their outreach efforts and strategies to engage and reduce barriers to participation by small, veteran, minority, and women-owned business enterprises through mechanisms such as mentorship, education, process improvements, and targeted engagement. The form provides a table for proposers to indicate the anticipated percentage of contract amount and list specific subcontractors for each category: Small Business Enterprises (SBE), Women Business Enterprises (WBE), Veteran-Owned Businesses, and Minority Business Enterprises (MBE).
The Subcontractor Utilization Plan emphasizes that small, veteran, minority, and women business enterprise participation goals are entirely voluntary with no minimum participation requirements mandated as a condition of contract award. Proposers will not be deemed non-responsive if they submit a plan showing zero participation from these business categories. However, the City of St. Petersburg encourages all proposers to proactively demonstrate engagement and support for small, veteran, diverse, and women-owned business enterprises. Business enterprise program outreach and utilization comprises 15 percent of the overall proposal evaluation criteria for the DESZ ambassador services contract, which carries an estimated annual budget of $630,000 and an initial three-year contract term with two optional one-year renewal periods.
