About this file
This is a Certification of Drug-Free Workplace form required by the Florida Division of Emergency Management for the WebEOC software contract opportunity (ITB-DEM-25-26-020). The form establishes requirements for vendors to demonstrate compliance with drug-free workplace programs as a condition of contract eligibility. The certification applies to all commodities and contractual services included under the bid, with particular relevance to the comprehensive web-based tool required to facilitate statewide Emergency Management functions on the WebEOC platform.
The drug-free workplace program requires vendors to publish workplace policies prohibiting controlled substance activity, inform employees of associated dangers and penalties, distribute policy statements to all employees engaged in contract work, and require employees to report any drug-related convictions within five days. Vendors must impose sanctions or require participation in rehabilitation programs for violating employees and maintain good faith efforts to sustain the program throughout contract performance. When identical tie bids are received from certified minority businesses with equal pricing, quality, and service ratings, preference is given to vendors with certified drug-free workplace programs, with standard tie-breaking procedures applied if no tied vendors maintain such programs.
