About this file

This is an Addendum 1 (Questions and Answers) document issued by the Florida Division of Emergency Management for Invitation to Bid ITB-DEM-25-26-020, which solicits a comprehensive WebEOC software platform to support statewide emergency management operations. The solicitation encompasses over 300 distinct product line items including ASP hosting solutions, SaaS subscriptions, perpetual licenses, professional implementation services, training programs, and complementary software modules such as RAVE, WeatherOptics, and Crisis Track. The written question submission deadline was April 14, 2026, at 2:00 PM Eastern Time, with answers anticipated by April 17, 2026. Bid submissions are due April 28, 2026, at 5:00 PM, followed by public opening on April 29, 2026, at 9:00 AM. The anticipated Notice of Intent to Award is scheduled for May 13, 2026. The initial contract term is five years with renewal options available for up to three additional years.

This addendum addresses four key vendor questions regarding eligibility and contract structure. The agency confirmed that newly established companies may participate as prime contractors if all requirements are met, and that relevant team experience gained prior to company formation may be considered toward qualification requirements if clearly documented. Subcontracting is permitted, provided subcontractors comply with the same state requirements, terms, and standards applicable to prime contractors, with detailed provisions outlined in ITB Sections 3.4 and 3.5 and Attachment C. The agency indicated that no estimated budget or historical contract value is currently available, with future contract value to be determined based on funding availability, scope, and pricing received through the solicitation.
