About this file
This is a Local Vendor Preference Certification form issued by Collier County's Procurement Services Division in Florida for use in the Tourism International Representation solicitation (No. 25-8419). The solicitation seeks a qualified firm to provide full-time tourism marketing and representation services targeting the UK and Ireland markets to promote Naples, Marco Island, and Everglades destinations. The contract term is three years with two optional one-year renewal periods. Proposals must be submitted by November 28, 2025, at 3:00 PM EST. The selected vendor will be responsible for developing annual marketing plans, coordinating public relations, managing social media communications, maintaining trade and media databases, and conducting familiarization trips. Evaluation will be conducted by a selection committee using a 100-point scoring system across seven criteria, with final vendor recommendation requiring approval by the Board of County Commissioners.
Vendors seeking local preference consideration must certify compliance with Collier County's definition of "local business," which requires a physical business address within Collier County listed with the Florida Department of State, demonstrable contribution to the county's economic development and well-being, and a current local Business Tax Receipt issued prior to bid submission. Misrepresentation of local preference status may result in loss of preference eligibility for up to one year. The county's historical spending for this service is approximately $200,000 annually, though this may not reflect future expenditure levels. The contract compensation structure involves a flat annual fee plus reimbursable expenses for travel, registration, and events. Vendors must maintain comprehensive insurance coverage including Commercial General Liability, Business Auto Liability, Workers' Compensation, and Professional Liability coverage, and must provide documentation of E-Verify enrollment, business licenses, and required certifications.
