About this file

The document is a Foreign Country of Concern Attestation form related to a Florida Department of Transportation (FDOT) contract for District-Wide Maintenance Rating Program (MRP), Sign, Guardrail, Boardwalk, and Attenuator Inspection and Inventory Support Services. The contract will cover Hernando, Hillsborough, Citrus, Pasco, and Pinellas counties, running from July 1, 2025, through June 30, 2029. Vendors will be responsible for comprehensive roadside infrastructure inspections, including MRP evaluations, guardrail and sign inspections, boardwalk assessments, and attenuator inspections. The proposal is due on April 14, 2025, with a public technical proposal opening on the same day and price proposals to be opened on May 5, 2025.

The contract has a total budgetary ceiling of $400,000, with payment based on approved unit rates for specific inspection and inventory services. Proposers must be registered in the State of Florida's MyFloridaMarketPlace system and comply with state licensing requirements. The solicitation encourages Minority Business Enterprise (MBE) participation and requires vendors to demonstrate compliance with civil rights statutes, provide proof of a drug-free workplace, and complete E-Verify compliance. Out-of-state corporations must be authorized to do business in Florida, and all vendors must complete a Foreign Country of Concern Attestation to ensure no significant foreign governmental ties that might compromise contract integrity.
