About this file

This document is a Questions and Answers (Q&A) response record for solicitation FA8122-26-R-0007, a Fair Opportunity Proposal Request (FOPR) issued by Tinker Air Force Base. The document addresses two industry inquiries regarding LPT (Low Pressure Turbine) Stage 1 Blades. In response to the first question, the Government acknowledged that an incorrect National Stock Number (NSN) was listed in the solicitation and FOPR. The correct NSN for the LPT Stage 1 Blades is 2840-01-466-7430 (Part Number 301-330-114-0). The Government stated that both documents will be amended to reflect the correct NSN and posted to SAM.gov, with no extension to the response deadline.

Regarding the second inquiry about blade availability and pricing through FEDMALL, the Government clarified that Tinker AFB has no information on future availability or unit pricing. However, Section 1.11 of the Statement of Work permits contractors to acquire component parts from Air Force approved vendors, Government inventory, OEM-approved vendors, or commercial inventories approved by USAF and/or OEM. Offerors are not required to source Stage 1 blades from FEDMALL; rather, they should provide firm fixed pricing based on OEM pricing if blades are unavailable from FEDMALL at the time of FOPR release. Offerors will have the opportunity to check FEDMALL and OEM stock availability at the order level and adjust pricing accordingly.

Industry Question: The wrong NSN is listed for the LPT Stage 1 Blades, should be NSN

2840-01-466-7430, PN 301-330-114-0.

Government Response: The NSN for the LPT Stage 1 Blades listed on the solicitation FA8122-26-R-0007 and the Fair Opportunity Proposal Request (FOPR) is incorrect. The correct NSN for the LPT Stage 1 Blades is 2840-01-466-7430. The solicitation and the FOPR will be amended to reflect the correct NSN for the LPT Stage 1 Blades. Once amended the documents will be posted to SAM.gov. Note the Government does not intend to extend the solicitation or FOPR response time for this amendment.

Industry Question: There are no LPT Stage 1 Blades currently at FEDMALL. Unable to price without FEDMALL availability. Are you able to advise when these blades will be available or the unit price that will become available?

Government Response: Tinker AFB does not have information on when the Stage 1 Blades will be available in Fedmall or what the unit price will be when the blades become available.

Section 1.11 of the Statement of Work (SOW) provides, in part, the following:

“Contractor shall acquire all component parts from Air Force approved vendors, Government inventory, Original Equipment Manufacturer (OEM) approved vendors, or commercial inventories approved by the USAF and/or OEM.

Stage 1 blades that cannot be returned to fully serviceable and like new condition by the contractor shall be replaced with new manufactured (OEM) blades. Blades can be purchased by contractor from Fedmall.”

Offerors are not required to obtain the Stage 1 blades from Fedmall. Offerors will be given access to purchase Stage 1 blades from Fedmall if they are available. In the event the Stage 1 blades are not available from Fedmall at the time of the FOPR release, then offerors should provide a firm fixed price for the Stage 1 blades based upon OEM pricing. Because pricing will be requested at the order level, offerors have the opportunity to check stock in Fedmall and the OEM and adjust their pricing for the FOPR accordingly.
