About this file
This is a Fair Opportunity Proposal Request (FOPR) memorandum issued by the Air Force Sustainment Center (AFSC) at Tinker Air Force Base, Oklahoma for the remanufacture of USAF F108 Module 13/15 Low Pressure Turbine (LPT) assemblies under solicitation FA8122-26-R-0007.
The Government seeks pricing proposals for two contract line items: four remanufactured F108 Mod 13/15 LPT Assemblies (CLIN 0001AA, NSN 2840-01-229-5786) and 420 LPT Stage 1 Blades at 105 blades per module (CLIN 0001AB, NSN 2840-01-466-7430). The requested delivery schedule is 12 units every 30 calendar days following receipt of order or assets, whichever occurs later. Only government-approved sources listed on the AFMC Form 762 Contract Repair Screening Analysis Worksheet are eligible for award. The Government intends to split awards into multiple firm fixed price delivery orders among all qualified offerors submitting valid proposals, though it reserves the right to award a single delivery order based on best interest determination. Proposals must be submitted by March 2, 2026, at 5:00 pm CST to Brock May (brock.may@us.af.mil) and Brad Bonsall (bradley.bonsall@us.af.mil). Offerors must complete and submit the attached Pricing Matrix with all rates and prices limited to two decimal places. Award notification is expected by March 31, 2026. Proposals are valid for a minimum of 90 days following the closing date. The Government notes that funds are not presently available and that no award will be made until appropriated funds are available and confirmed in writing by the Contracting Officer.

The Government intends to split the award into multiple, firm fixed price (FFP) delivery orders between all qualified offerors that submit a valid proposal. The Government reserves the right to award only a single delivery order for this requirement if, after receipt and evaluation of proposals, it is determined to be in the best interest of the Government to only award one delivery order.
3. The requested delivery schedule for this effort is 12 each every 30 calendar days, after receipt of order or assets, whichever occurs later.
4. Attached is the Statement of Work (SOW), Contract Data Requirements List (CDRLs), Data Item Descriptions (DIDs), Ordering Procedures, Packaging Requirements, Transportation Data, and Pricing Matrix.
5. Only government approved sources listed on the AFMC Form 762 are eligible for award. Approved sources who wish to be considered for award shall respond in accordance with the instructions in this FOPR and the attached Ordering Procedures.
Approved sources are not required to respond to this FOPR. However, in the event adequate competition (two or more proposals per the FAR) is not obtained following the closing of this FOPR, the Government may extend the proposal due date and require all approved sources in the eligible competition pool to submit a proposal in response to this FOPR.
Adequate competition is expected. In the event that only one offer is received, Cost and/or Pricing Data in accordance with DFARS 252.215-7008 and 252.215-7010 will apply.
6. Approved sources that do not intend to submit a proposal on this FOPR must submit to the Contracting Officer written notification and rationale pertaining to the no bid.
7. The Government reserves the right to withdraw this FOPR at any time prior to award, meaning before or after the closing date for receipt of proposals. In the event the Government cancels this FOPR, the Government has no obligation to reimburse an offeror for any costs incurred. This decision shall be final and conclusive and shall not be subject to the disputes clause or the Contract Disputes Act.
Notice to Offeror(s): IAW FAR 52.232-18 Availability of Funds - Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. No award will be made under this FOPR until funds are available.
8. The Contractor's proposal shall be submitted to the Procuring Contracting Officer and Contracting Specialist within the timeframe specified in this FOPR. Early submission is acceptable and recommended. An offeror may submit a modification to their proposal at any time before the closing date and time. An offeror’s proposal shall be valid for a minimum of 90 days after the FOPR’s closing date.
INSTRUCTIONS TO OFFERORS
9. Delivery Order Proposal Development - Offerors shall use the attached Ordering Procedures to develop their proposals. Proposals will be evaluated in accordance with section 2.5 of the attached Ordering Procedures document.
10. Total Evaluated Price (TEP) - The TEP for this requirement will be evaluated as stated in the attached Ordering Procedures. All proposed rates/prices shall contain value in no more than two decimal places (third displayed digit and below must all be “0” (zero). Any price proposal that contains rates/prices with value past two decimal places (including the electronic format) will be rounded to two decimal places.
11. Offerors are to complete, sign, and date the attached Pricing Matrix and return to the government contracting office on or before the FOPR closing date.
FOPR EVALUATION CRITERIA
12. The Government intends to split the award into multiple delivery orders between all qualified offerors that submit a valid proposal. However, the Government reserves the right to award only a single delivery order for this requirement if, after receipt and evaluation of proposals, it is determined to be in the best interest of the Government to only award one delivery order.
The evaluation will be conducted as follows: First, award eligibility will be determined for all offerors. Only offerors that are listed as approved sources on the AFMC Form 762 Contract Repair Screening Analysis Worksheet (CRSAW) for the specific NSN(s) being acquired are eligible for award. Award may be made to all qualified offerors. Based on delivery schedule and price of each proposal, the Government, in its sole discretion, will apportion the quantity awarded between each qualified offeror (i.e. 50/50, 80/20).
13. The Government expects to award without interchanges; therefore, offerors are highly encouraged to submit their best offer in their initial proposal. However, the Government may conduct interchanges with one or more offerors at its sole discretion.
13. Proposals to this FOPR are due on or before 02 March 2026 at 5:00 pm CST.
Failure to respond within the time specified may result in the proposal not being accepted and thereby ineligible for award. Please send FOPR proposals to Brock May, brock.may@us.af.mil and Brad Bonsall, bradley.bonsall@us.af.mil.
14. Pending all appropriate reviews, the Government’s intent is to notify all interested parties of the Delivery Order Award on or before 31 March 2026. Note, this award date is notional.
Please direct all questions regarding this FOPR notice in writing to brock.may@us.af.mil and bradley.bonsall@us.af.mil
