About this file
The document is a set of Questions and Answers related to a Request for Proposal (RFP) issued by the Oregon Department of Forestry for technical services associated with the development of the Western Oregon Forest Management Plan and corresponding Implementation Plans. The RFP requests proposals for Phases 1 and 2 of the project, which include certain technical services and deliverables as described in the RFP. Proposals should not include costs for Phase 3, as that will be determined through a future contract amendment. The RFP specifies that proposal submissions should be made via email only, and references are required for the proposing team, not for individual key personnel.
Regarding pricing, the RFP states that a detailed cost proposal is required for the deliverables outlined in Phase 1 and 2, which will be used for the cost evaluation. However, costs for Phase 3 services are not required at this time, as they will be difficult to estimate given the call-when-needed nature of those services. The RFP covers a Forest Management Plan project for the State of Oregon, involving the jurisdictions of Marion County and the City of Salem.

Questions and Answers #1- S-62900-00000753 10/08/2021
Question # Question Solicitation Document/Section Page Number
The RFP states “Proposals will be based on technical services, deliverables and minimum experience required for Phases 1 and 2 as described in Sections 2.4.1 and 2.4.2 and 3.1.2 of this RFP.” Our assumption based on that is that the proposal should include qualifications, key personnel, and costs for Phases 1 and 2, but not Phase 3, since that will be determine later in time and facilitated through a two-year amendment. Is this assumption correct?
Answer: This assumption is correct.
RFP, Section 2.4.1 Page 6
Proposal Format and Quantity states “Proposer shall submit an original, bearing the Proposer’s authorized representative’s Signature, and three
(3) copies of its Proposal”. However, in Section 3.3.5 it states that proposal must be emailed. Is an email submission adequate or are three hard copies required?
Answer: Email only submission is required in accordance with Section 3.3.5. Hard copies are not required. ODF will issue an addendum to change Section 3.2.1 to address Proposal format and quantity.

Key Persons and their Resumes states “Provide at least three (3) references from current or former client firms for similar projects performed for any clients within the last five (5) years. References must verify the quality of previous, related Work.” Are three references required for each Key Person? Or are the three references required in Appendix D for the team, sufficient?
Answer: References required in Appendix D are intended to be for the team (Proposer, or company), not references for individual key persons.

Cost Proposal states “Submit a detailed Cost Proposal (Attachment E) that includes the following items:
• A cost for the deliverables outlined in 2.4. The cost will be used to determine the cost score of the proposal as shown in 3.7 (Cost Evaluation).”
Section 2.4 includes detailed services that shall be provided during Phase 3 and based on the language in Section 3.4.4 it would suggest that a cost estimate is requested for those Phase 3 services. Since this initial contract will conclude in August 2023, at the end of Phases 1 and 2, we assume a cost is not needed for Phase 3. Is that correct?
Answer: That is correct. Phase 3 professional services will be on a call when needed basis and therefore difficult to estimate associated costs at this point in time.
