About this file

This document is an Addendum to a Request for Proposal (RFP) issued by the State of Oregon Department of Forestry for technical services associated with the development of the Western Oregon Forest Management Plan and corresponding Implementation Plans that will implement the Western Oregon Habitat Conservation Plan (HCP). The addendum clarifies that proposers must submit all proposal documents via email and that electronic signatures are acceptable for the required signatures. It also specifies the reasons the agency may reject a proposal, including failure to substantially comply with the RFP requirements, lack of responsibility, inappropriate contact with state representatives, attempt to influence the Evaluation Committee, or if the proposed costs are found to be unreasonably high.

The RFP covers the jurisdictions of Marion County and the City of Salem. Proposers must submit their cost information as a separate email attachment. If a proposer believes any part of its proposal is exempt from disclosure under Oregon's Public Records Law, it must submit a redacted version along with the Affidavit of Trade Secret. The agency reserves the right to reject the highest ranking proposal and move to award to the next subsequent highest ranking proposal if the prices are found to be unreasonably high.
