About this file

This is a Scope of Work document for Citrus County, Florida's Invitation to Bid (ITB) 26-011 for mowing and landscaping services at County-maintained properties in Zone 2. The project encompasses routine finish mowing, trimming, weeding, edging, and litter pickup services at 28 specific properties including community centers, parks, boat ramps, trailheads, and roadway medians located in Beverly Hills, Lecanto, Inverness, and Floral City. Bidders must attend one of two mandatory pre-bid conferences scheduled for December 2, 2025, at 2:00 p.m. or December 4, 2025, at 10:00 a.m. in the Grounds Maintenance Conference Room in Lecanto. The deadline for submitting questions is December 19, 2025, at 4:00 p.m., with bids due December 30, 2025, at 2:00 p.m. through the OpenGov Procurement portal. The contract term is two years with three optional one-year renewal periods contingent upon satisfactory performance and fund availability. Award will be made to the lowest responsive and responsible bidder for each geographic area.

Citrus County has appropriated approximately $31,500 for these services and reserves the right to adjust this amount based on funding availability. Mandatory bidder requirements include a minimum of two years' commercial mowing experience, commercial-grade preapproved equipment, and active Sunbiz registration. Insurance requirements include commercial general liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability of $1,000,000 combined single limit, and workers' compensation compliant with state law. A local business preference of up to 5% may be applied if the cost differential does not exceed $10,000. The County does not specify set-aside designations for disadvantaged enterprises. Contractors must submit daily cut reports and monthly itemized invoices detailing work completed at each location, with payment due within 45 days of invoice submission. The contractor is responsible for all labor, materials, equipment, and supplies, and must maintain professional-grade equipment and adhere to County specifications for mowing heights, trimming procedures, and maintenance quality standards.
