About this file

This document is a supporting exhibit for Citrus County, Florida's Invitation to Bid (ITB) 26-011 for mowing and landscaping services in Zone 2. The project encompasses routine finish mowing, trimming, weeding, edging, and litter pickup services at 28 County-maintained properties across Beverly Hills, Lecanto, Inverness, and Floral City, including community centers, parks, boat ramps, trailheads, and roadway medians. Mandatory pre-bid conferences are scheduled for December 2, 2025, at 2:00 p.m. or December 4, 2025, at 10:00 a.m. at the Grounds Maintenance Conference Room in Lecanto, with attendance required for all bidders. The deadline for submitting questions is December 19, 2025, at 4:00 p.m., and bids are due by December 30, 2025, at 2:00 p.m. through the OpenGov Procurement portal. The contract term is two years with three optional one-year renewal periods, contingent upon satisfactory performance and fund availability, with award made to the lowest responsive and responsible bidder.

Bidders must demonstrate a minimum of two years' commercial mowing experience, possess commercial-grade equipment preapproved by the County, and maintain active Sunbiz registration. The County has appropriated approximately $31,500 for these services and reserves the right to adjust this amount based on funding availability. A local business preference of up to 5% may be applied if the cost differential does not exceed $10,000. Insurance requirements include commercial general liability with $1,000,000 per occurrence and $2,000,000 aggregate limits, automobile liability of $1,000,000 combined single limit, and workers' compensation compliant with state law. Contractors will receive payment within 45 days of invoice submission, with invoices due by the 10th of the month for the previous month's services. The contractor is responsible for all labor, materials, equipment, supplies, and must maintain professional-grade equipment while adhering to County specifications for landscape work, including specific mowing heights and maintenance quality standards.
