The project encompasses routine finish mowing, trimming, weeding, edging, and litter pickup at 28 County-maintained properties, including community centers, parks, boat ramps, trailheads, and roadway medians in areas such as Beverly Hills, Lecanto, Inverness, and Floral City. Mandatory pre-bid conferences are scheduled for December 2, 2025, at 2:00 p.m. and December 4, 2025, at 10:00 a.m. in the Grounds Maintenance Conference Room in Lecanto; bidder attendance is required. The deadline for submitting questions is December 19, 2025, at 4:00 p.m., with bids due by December 30, 2025, at 2:00 p.m. through the OpenGov Procurement portal. The contract term is two years with three optional one-year renewal periods, contingent upon satisfactory performance and fund availability.

Citrus County has appropriated approximately $31,500 for these services and reserves the right to adjust this amount based on funding availability. The contractor must possess a minimum of two years' commercial mowing experience, maintain commercial-grade equipment preapproved by the county, and hold active Sunbiz registration. Insurance requirements include commercial general liability with $1,000,000 per occurrence and $2,000,000 aggregate limits, automobile liability of $1,000,000 combined single limit, and workers' compensation compliant with state law. Payment will be made within 45 days of invoice submission, with invoices due by the 10th of the month for the previous month's services. The contractor is responsible for all labor, materials, equipment, and supplies, and must submit daily cut reports and monthly itemized invoices detailing work completed at each location. Award will be made to the lowest responsive and responsible bidder, with a local business preference of up to 5% potentially applied if the cost differential does not exceed $10,000.
