About this file
This is a bid package document for Florida Keys Electric Cooperative (FKEC) soliciting competitive bids for the replacement of eleven guyed transmission structures with steel self-supported structures and concrete drilled pier foundations as part of a hazard mitigation project. The project encompasses the installation of new galvanized steel monopole double dead-end structures with drilled pier foundations spanning from Key Largo to Marathon, Florida, with four structures located on land and seven in water. Key deliverables include transfer of existing 138 kV transmission wire to new poles while maintaining energized circuits, removal of existing guyed and concrete structures, site work including right-of-way clearing and sediment/erosion control, and final as-built drawings in AutoCAD 2024 format within 45 days of project completion. The contractor must assume total responsibility for all labor, materials, equipment, delivery, storage, transportation, OSHA safety compliance, and site conditions. Questions are due April 13, 2026 at 2:00 p.m., with sealed bids due April 22, 2026 at 2:00 p.m. Site visits are available upon request. Intent to award is scheduled for May 11, 2026, with notice to proceed on June 1, 2026 and anticipated project completion by June 1, 2027.
The contract will be awarded on a firm fixed-price basis to a single contractor or, at FKEC's discretion, to multiple contractors. Evaluation criteria are weighted as follows: work plan (15 points), qualifications of firm and staff (30 points), relevant past performance (15 points), and cost proposal (40 points). A bid bond equal to five percent of the not-to-exceed bid price is required, along with performance and payment bonds equal to 100 percent of the contract price. The project is funded in part through federal grant funding administered by the Florida Division of Emergency Management under FEMA Project Number 4337-444-R, requiring compliance with 2 C.F.R. Part 200 and FEMA procurement guidance. All contractors must maintain comprehensive insurance coverage including professional liability, commercial general liability with limits of $2,000,000 per occurrence, workers' compensation of $500,000 per accident, and commercial automobile liability of $2,000,000 per accident, with FKEC named as certificate holder. For work over water using barges, boats, vessels, helicopters, or drones, maritime-specific insurance including Maritime Employers Liability and Protection & Indemnity coverage is required. The project is subject to extensive environmental and protected species compliance requirements including U.S. Army Corps of Engineers permits, Florida Department of Environmental Protection exemption verification, sea turtle and smalltooth sawfish construction conditions, manatee protection protocols, and adherence to the Jacksonville District Programmatic Biological Opinion Project Design Criteria for transmission line activities. The specific budgeted contract value is not disclosed in the procurement documents.

NOTE: Sag eye ultimate strength is 60% of clamp strength without fitting. Rated slip strength as a percentage of conductor RBS varies with conductor type, size and stranding. Minimum slip strength rating on standard strength conductors is 40% RBS (partial tension). For most standard strength conductors, minimum slip strength of this clamp series is 60% RBS (normal tension).
Consult factory for slip strength test data on specific clamp and conductor combinations. Recommended torque on U-bolts:
1/2” — 480 in-lb, 5/8” — 720 in-lb. Bolt and nut may be substituted for clevis pin by adding suffix “BNK” to catalog number. For corona-free applications on EHV lines, add suffix “CRF” to catalog number. Example SD130NCRF.
* These clamps furnished with socket eyes for connection to ANSI class 52-8 or 52-11 insulators.

The CUSHION-GRIP Support is intended for use on all aluminum based conductors, and is designed to reduce the static and dynamic stresses at the support point, so that the conductor is protected against the effects of oscillations. The conductor is cushioned by field proven, integral elastomer inserts, which guard against abrasion, wear, and fatigue.
The level of protection provided by the CUSHION-GRIP Support is comparable to a bolted clamp over armor rods.
This equates to a reduction in bending strain as high as 50% as compared to bare conductor in a bolted clamp.
This reduction in bending strain can be directly related to an increase in overall conductor life. The CUSHION-GRIP Support is designed for up to 125°C continuous conductor operation (150°C two hour emergency), and the HT ver-sion can be used for applications with continuous conduction operating temperatures up to 200°C (225°C two hour emergency).
Features and Benefits:
• The CUSHION-GRIP Support is shipped assembled. All fasteners are captivated in the keeper.
• Labor Savings – To install the CUSHION-GRIP Support simply install the base, place the keeper over the conductor, and tighten bolts.
• Integral Cushions – minimize conductor bending stresses at critical entry locations.
VERTICAL ULTIMATE LOAD. The CUSHION-GRIP Support will withstand a pulloff load from the trunnion pins of the insulator cap of 5,000 lbs., applied in any direction. This includes the vertical up direction (uplift).
SLIP LOAD. When initially installed, the CGS has a slip load that ranges between 10% to 15% of the conductor’s rated breaking strength (RBS).
LINE ANGLE. The maximum recommended line angle for a CUSHION-GRIP Support is 30°.

To insure proper fit and service life, it is recommended that only line post insulators with clamp top trunnion caps that conform to ANSI standards be used. See the illustration on the right for nominal cap dimensions that illustrate ANSI standards that have been established outlining the permissible dimensions and tolerances for trunnion caps.
Consult the insulator manufacturer when in doubt about insulator standards.

Insulator Mounting Studs
Hughes Brothers Insulator Mounting Studs are manufactured in accordance with ANSI C135.1. The insulator mounting studs are threaded to diameters specified in ANSI CZ9. 7 and are galvanized in accordance with ASTM A 153.
Insulator mounting studs are furnished assembled with hardware as shown. Tensile strengths of Hughes Brothers insulator mount ing studs are the same as the tensile strengths of Hughes Brothers machine bolts. (See page E-3.)
The serrated collar and lock washer ensure a tight hardware connection. Longer studs. for wood crossarms feature a wrench shoulder below the serrated collar.

Deadends — Bolted Quadrant Strain Clamp Aluminum (continued)
NOTE: Sag eye ultimate strength is 60% of clamp strength without fitting. Rated slip strength as a percentage of conductor RBS varies with conductor type, size and stranding. Minimum slip strength rating on standard strength conductors is 40% RBS (partial tension). For many standard strength conductors, minimum slip strength of this clamp series is 60% RBS (normal tension). Consult factory for slip strength test data on specific clamp and conductor combinations. Recommended torque on U-bolts: 3/8” — 240 in-lb, 1/2” — 480 in-lb. Bolt and nut may be substituted for clevis pin by adding suffix “BNK” to catalog number.
