About this file
This document is a FirstNet service enrollment guide for Wisconsin public safety entities, facilitating access to AT&T's FirstNet network through the State of Wisconsin contract. The guide involves AT&T as the primary service provider, working with multiple authorized dealers including 4K Solution, Alpha Wireless Communications, CDW, Dell, Motorola Solutions, and others. Eligible entities are limited to Wisconsin municipalities, federally recognized Indian tribes and bands, and state agencies that qualify as public safety entities under Wisconsin statutes.
FirstNet provides specialized wireless communication services to three user categories: Primary Users (first responders like law enforcement, fire, EMS, and 911 dispatch centers), Extended Primary Users (organizations providing support services during emergencies), and Subscriber Paid Users (employees or volunteers who pay for their own service). The contract establishes a structured enrollment process involving eligibility validation, proposal development, and account creation through unique Foundation Account Numbers (FANs) for each entity type. Customer support is available through multiple channels including phone support from 7AM-7PM CT weekdays, 24/7 technical support, email, and online chat through the Local Control Portal. All billing and payments are processed directly through AT&T, with authorized dealers serving only in a consultative capacity during the sales process.

Step 2: AT&T Validates Eligibility Only the following Authorized Users, to the extent they qualify as a Public Safety Entity, as more fully described in Section SD-2.1 (Public Safety Entities) of the Service Guide, are eligible to purchase the AT&T FirstNet Solution in accordance with this Amendment 3: (a) Municipalities (as defined in Wis. Stats. section 16.70 (8) and 16.73);
(b) Federally recognized Indian tribes and bands in this state under Wis. Stats. section 66.0301(1) and (2); and
(c) Agencies (as defined in Wis. Stat.16.70 (1)(e).
Customers may need to provide additional documentation to AT&T for eligibility determination. Initial eligibility may be one of the following:
· Primary Users are Public Safety Entities that act as agency-paid first responders, the agencies who are at an emergency scene first. This includes, but is not limited to: law enforcement, fire protection services, emergency (911) call dispatching and government Public Safety Answering Points, emergency planning and management offices, and ambulance safety services.
· Extended Primary Users are those agencies, organizations, non-profit or for-profit companies that provide agency-paid public safety services in support of Primary Users. They provide mitigation, remediation, overhaul, clean-up, restoration, or other such services during or after an incident.
· Subscriber Paid Users are verified and approved (a) employees of a Primary User Public Safety Entity or (b) qualified volunteer personnel affiliated with a Primary User Public Safety Entity. Subscriber Paid Users pay for their own FirstNet service. Subscriber Paid Users are not utilizing the State of Wisconsin Contract and should make their own determination whether they can accept the terms of the Subscriber Paid Plan and whether they may be reimbursed by their Primary User Public Safety Entity.
Customers who are determined to be eligible for FirstNet services move on to the following steps.
