About this file

This is a Statement of Work (SOW) for the acquisition of Original Equipment Manufacturer (OEM) spare parts for the fire alarm system at the U.S. Embassy's New Embassy Compound (NEC) in Mexico City, drafted by the Facility Management Office (FAC) on June 10, 2026.

The SOW specifies 15 Notifier brand fire alarm system components required to maintain safe, reliable, and continuous facility operations. The required parts include smoke detectors (FPTI-951, FSP-951R), heat detector (FST-951R), pull station (NBG-12LX), relay module (FRM-1), monitor modules (FMM-1, FDM-1), loop control and expander modules (LCM-320, LEM-320), network communication module (HS-NCM-MF), power supplies (CPS-24, ACPS-610), duct detector casing (DNR), wall strobe (SRL), and ceiling horn strobe (PC2WL). All replacement parts must match the brand and model of originally installed equipment to ensure compatibility, maintain critical safety functions, and preserve manufacturer warranties. The SOW emphasizes that non-OEM or substitute parts could compromise system performance, void warranties, and create compliance issues with fire safety codes and regulatory requirements. Delivery must be consolidated into a single shipment to the Brownsville distribution center with no partial deliveries accepted, coordinated with the General Services Office (GSO) and FAC for final delivery to the NEC. All items must be brand new, undamaged, correctly packaged, and properly identified. The supplier is required to replace any defective or non-conforming items within 10 business days of notice, with acceptance contingent upon physical inspection and verification against the packing list and SOW specifications.

• OEM: Original Equipment Manufacturer

B. INTRODUCTION

This Statement of Work supports the acquisition of Fire Alarm System spare parts for the NEC.

C. BACKGROUND

These OEM spare parts are essential for the safe, reliable, and continuous operation of the fire alarm systems installed throughout the facility. Components such as control panels, initiating devices, notification appliances, relays, power supplies, communication modules, and other manufacturer-approved replacement parts are specifically designed and tested to function as an integrated part of the fire alarm system. These components ensure proper fire alarm performance, occupant safety, accurate detection and notification functions, communication functions, and compliance with the manufacturer's operational requirements.

The use of non-OEM, aftermarket, or incompatible replacement parts could adversely affect system performance, reduce reliability, create troubleshooting challenges, void manufacturer warranties, and increase maintenance costs and downtime. Additionally, the installation of substitute components may compromise compliance with applicable fire safety codes, manufacturer specifications, and regulatory requirements.

Given the critical role fire alarm systems play in daily building operations and occupant safety, maintaining full warranty and manufacturer compliance is essential. Procuring the specified OEM fire alarm spare parts ensures compatibility with existing equipment, minimizes operational disruptions, preserves the long-term reliability and service life of the systems, and protects the facility from avoidable financial, safety, and operational risks.

D. TECHNICAL REQUIREMENTS/TASKS
