SUBJECT: Request for Proposal (RFP), Solicitation No. 80NSSC22R0001 for the NASA Science, Technology, Engineering and Mathematics (NSTEM) Services
Contract
You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Shared Services Center’s (NSSC) Support for NASA Science, Technology and Mathematics (NSTEM) Services solicitation. The principal purpose of this requirement is to provide quality products and services through support to NASA internships and fellowships; career and workforce training experiences; challenges and competitions;
academic research and development opportunities; pre-college and college STEM experiences; faculty and educator support; institutional capacity building; and development of STEM content and materials for the Office of STEM Engagement (OSTEM), the NASA Mission Directorates, and the NASA Centers and facilities located across the country.
NASA will conduct this acquisition as a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this acquisition is 611710 and the small business size standard is $16.5M.
This competitive acquisition will result in a Single-Award, Firm Fixed-Price (FFP) Core, FFP Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Core requirements will be funded at the contract level, non-core requirements will be funded and obligated at the task order level.
Task orders will be awarded on a FFP completion basis or FFP level of effort. The contract will have an effective ordering period of five and a half years from the contract effective date, and total core with a potential period of performance of a one-year Base Period, four (4) one-year Option Periods, and a six-month Option to Extend Services.
The anticipated contract award date is September 19, 2022 with a contract effective date of October 12, 2022. The contract will provide services to the following NASA locations: Ames Research Center (ARC), Armstrong Flight Research Center (AFRC), Glenn Research Center (GRC), Goddard Space Flight Center (GSFC), Headquarters (HQ), Johnson Space Center (JSC), NASA Office of JPL Management and Oversight (NOMO), Kennedy Space Center (KSC), Langley Research Center (LaRC), Marshall Space Flight Center (MSFC), NASA Shared Services Center (NSSC), Stennis Space Center (SSC), and all campuses, facilities and satellite offices. Services may be able to be performed either offsite, a contractor facility or remotely at a contractor employees' residence nationwide.
Potential Offerors should pay close attention to all solicitation instructions; however, the following requirements list is summarized to assist in proposal development. Please note that this list is not exhaustive, and the solicitation terms and conditions and provisions in Sections I, II, III and IV take precedence:
1. A Phase-in period will be conducted. A 45-day Phase-In period will be included as part of the base period.
2. The Government will make available existing Government Furnished Property (GFP) for offsite, onsite and at the Contractor’s facility or remotely at a contractor employees' residence nationwide as described in the Final RFP.
3. NASA has determined that this acquisition may give rise to a potential organizational conflict of interest (OCI). Offerors should refer to Section III, Instructions to Offerors, Section 7.4 as well as refer to NASA FAR Supplement (NFS) 1852.209-71 Limitation of Future Contracting, for a description of the potential conflict(s) and any restrictions on future contracting.
4. The NSSC appreciates the comments received in response to the release of the Draft
RFP. These comments resulted in improvements to the quality and content of the Final RFP. Offerors should review the RFP in its entirety, as its content has changed from the Draft RFP version. The following list identifies some areas where significant changes or clarifications have been made from the Draft RFP to this Final RFP that may not have been addressed in the Draft RFP questions and responses.
a. A Draft RFP was released on November 05, 2021. Potential Offerors are cautioned to read and review the Final RFP and all attachments carefully.
Some significant changes to the Final RFP include, but are not limited to:

b. A Virtual Industry Day event was held on November 16, 2021, via Microsoft
Teams. Industry questions from this event as well as some additional questions and comments submitted in the response to the Draft RFP, were considered in finalizing the Final RFP. Questions and comments regarding the Draft RFP, not previously addressed are being posted concurrently with this solicitation.
Please note that the answers to these questions are provided for convenience and clarification for potential Offerors and do not change any terms and/or conditions of the Final RFP.
This list is not intended to cover all changes nor describe all RFP requirements.
Offerors should carefully review the Final RFP in its entirety.
5. Be advised, in accordance with Section III, Instructions to Offerors, Section 7.2, Offerors need to encourage their references to submit their Past Performance Questionnaires directly to the Contracting Officer by February 3, 2022.
6. Below is a list of the Source Selection Authority (SSA) and voting members along with their associated NASA Center for the Source Evaluation Board (SEB). The names provided are for informational purposes only and other than the Contracting Officer, Shanjaril Black, these individuals shall not be contacted regarding this acquisition. The Government may change personnel associated with this acquisition at its discretion.

7. Offerors are required to have a Commercial and Government Entity (CAGE) code that matches the corporate address submitted with its proposal.
Offerors are encouraged to refer to Section IV, Evaluation Criteria, Section 2.0, which states that the Government intends to evaluate offers and award a contract without discussions with Offerors.
The Offeror’s Price Volume proposal shall include completed Price Volume exhibits in Microsoft Office Excel format with working cell formulas.
Documents related to this acquisition, including this letter, the solicitation, attachments, exhibits, any amendments, and links to online reference/technical/ documents will be attainable electronically from the World Wide Web through the Government-wide point of entry website at www.SAM.gov. Potential Offerors are requested to periodically monitor the websites for updates.

This RFP does not commit the NSSC to pay any proposal preparation costs, nor does it obligate the NSSC to procure or contract for these services. This request is not an authorization to proceed and does not authorize payment for any charges incurred by the Offeror for performing any of the work called for in this solicitation.
Past Performance Proposals submitted in response to this solicitation shall be due no later than 2:00 pm, Central Time, February 3, 2022.
Proposals submitted in response to this solicitation shall be due no later than 2:00 pm, Central Time, February 14, 2022.
Proposals for this solicitation are required to be submitted through NASA’s Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform. Potential Offerors, especially those that have not previously submitted a proposal utilizing NASA’s EFSS Box, are encouraged to review the solicitation instruction entitled “Electronic Proposal Delivery - Proposal Marking and Delivery Through NASA’s EFSS Box” which provides instructions related to the submission of proposal via EFSS Box. Offerors are encouraged to check with their corporate IT staff to determine if there are firewall restrictions that would need to be addressed prior to the submission of proposal files through NASA’s EFSS Box.
In accordance with NFS 1815.201(f), a “Blackout Notice” has been issued to NASA personnel. All inquiries/communications pertaining to this acquisition shall be directed only to the Contracting Officer listed below.
