Historical Data
The NASA STEM Enterprise Services (NSTEM) contract will provide quality products and services through support to NASA internships and fellowships; career and workforce training experiences; challenges and competitions; academic research and development opportunities;
pre-college and college STEM experiences; faculty and educator support; institutional capacity building; and development of STEM content and materials for OSTEM the NASA Mission Directorates, and NASA Centers and facilities located across the country.
The project management functions required to support OSTEM programs, projects, and activities are known but are not always applied in the same manner. In addition to pedagogical consistency, culturally relevant engagement, and a focus on diversity and inclusion, the success of NASA’s STEM engagement also depends on the continuous integration and optimization of business processes across the portfolio of work. This acquisition is combining efforts from multiple contracts and cooperative agreements into a single, comprehensive contract. This addendum is intended to provide a snapshot of general average efforts in each of the areas identified in the Performance Work Statement. This addendum is only intended to give an idea of historical scope and is not a definitive statement of work required.
Awards and Grants OSTEM awards numerous grants and cooperative agreements annually to organizations including informal organizations (e.g., museums and science centers), higher education institutions, 503c corporations (e.g., Space Grant Consortia). The average period of performance for these awards range from one to five years.
NASA awards over 100 grants and cooperative agreements annually. Examples of these awards include*:

• Rapid response research awards (EPSCoR)
• International Space Station (ISS) flight opportunity awards (EPSCoR)
• Sub-orbital flight opportunity awards (EPSCoR)
• Fellows Advancing Science and Technology (FAST) awards (EPSCoR)
• Research infrastructure development awards (EPSCoR)
• Support for 52 Space Grant consortia locations (Space Grant)
• NASA Teams Engaging Affiliated Museums and Informal Institutions (TEAM II) awards
(NGS)
• Grants to Minority Serving Institutions (MSIs) (MUREP)

NASA STEM Engagement Recruitment OSTEM recruits participants for a variety of opportunities and activities including internships, STEM engagement activities, and challenges and competitions. The type and number of participants recruited varies based on the opportunity or activity. Additionally, OSTEM attends an average of 20-25 local, regional, and national conferences each year to promote opportunities, activities, and resources.
Performance and Evaluation Services OSTEM conducts an average of eight evaluation studies each year. These studies include benchmarks studies, program-level evaluations, outcome assessments, needs assessments, and portfolio assessments. Through these studies and other reporting mechanisms, data including performance metrics, participant demographics, MSI designations, and qualitative data (e.g., interview responses) are collected. This data is collected annually; however, timelines associated with collection may vary.
NASA Internships and Fellowships Each year, over 50,000 students apply for a NASA internship. Of these applicants, an average of 2,000 interns are placed over the course of three sessions (16-week fall and spring sessions and a 10-week summer session). During their session, interns participate in five to ten professional development opportunities and an additional one to two training opportunities are offered for intern mentors.
Approximately 100 students apply for a fellowship each year, and an average of 20 fellowships are awarded annually. Fellows participate in monthly professional development webinars coordinated by Fellowship management. Additional funding is provided for fellows to attend additional professional development (e.g., conferences, meetings, etc.).
NASA Workforce and Career Learning Experiences In addition to internships and fellowships, OSTEM also offers a variety of work and career learning experiences for students and educators. These experiences include, but not limited to, career development opportunities, shadowing opportunities, university faculty fellowships, capstones, thesis support, academic research, etc. The frequency of these types of activities varies across NASA mission directorates, facilities, and centers with no average representative available.
NASA K-12 STEM Engagement OSTEM conducts an average of 50 K-12 student engagement experiences each year.
These experiences reach an average of 600,000 students and 80,000 educators. These experiences can be virtual or in-person. Additionally, an average of 30 K-12 STEM learning products including lesson plans, educator guides, and videos are created annually.
NASA K-12 and Collegiate Competitions and Challenges OSTEM conducts an average of 15 K-12 and collegiate competitions and challenges each year. Participation in these competition and challenges varies widely depending on the nature of the competition or challenge. Some opportunities are limited to a small number of participants (e.g., a total of four teams consisting of eight students) whereas other opportunities are wide-reaching and can involve thousands of participants.
NASA STEM Content and Products Overall, approximately 50 STEM products are created annually, including the K-12 STEM learning products described above. Examples of these products include application guides, web content, user guides, videos, launch kits, lesson plans, educator guides, and storybooks.
NASA Institutional Support for Research and Development Opportunities OSTEM provides support to institutions for research and development opportunities through grants, connections with subject matter experts, awareness workshops (e.g., MSI Technology Roadshow), access to NASA researcher laboratories and test equipment, sub-orbital flights, and flights to the International Space Station.
NASA K-16 Educators Professional Development Each year, OSTEM conducts an average of 180 face-to-face professional development opportunities and 270 virtual professional development opportunities for K-16 educators. In total, approximately 56,000 educators participate in these opportunities annually.
