About this file
This document is a Determination and Findings (D&F) for the consolidation of multiple National Aeronautics and Space Administration (NASA) requirements into a single award for Science, Technology, Engineering and Mathematics (STEM) services. The new requirement will provide highly integrated STEM program support across NASA and is valued at $165 million over a five-year base period and four one-year options. It will replace over $233 million in existing contracts and cooperative agreements, realizing estimated savings of over 41%. The solicitation is a total small business set-aside to be awarded as a hybrid Indefinite-Delivery/Indefinite-Quantity contract. Evaluation criteria include offerors' small business subcontracting commitments. The consolidation maintains NASA's annual small business obligations and decreases the number of small business prime contractors from two to one.

2. Current/Former Contract Value(s):

3. Description of Services:
OSTEM has a requirement for a highly integrated, highly skilled program and project staff to support the administration of a portfolio of STEM activities, evaluations and partnerships.
C. Is this a contract/order as a result of a Product Service Line (PSL) in accordance with
PIC 18-01?
☒ Yes. If so, provide the PSL: OSTEM ☐ No.
II. Justification
A. Market research has been conducted (FAR 7.107-2(a)(1)).
NF1707A and supplemental market research report are attached as Addendum 1 to this document.
B. Quantify the specific benefits of the proposed consolidation/consolidated requirement by completing each of the following tasks (each task must be completed) (FAR 7.107- 2(c)):
1. Compute the contract cost savings or reduction:
Current Services: $ 233,919,004.00 Planned Consolidation (IGCE) $ 165,000,000.00 Total Cost Savings: $ 68,919,004.00
2. Compute the administrative or personnel cost savings and provide the supporting documentation for this computation:
Current Admin Services: $ 0.00
3. State the percentage of the cost savings or reduction:
Savings from Current Services $ 68,919,004.00 Savings from Admin Services $ 0.00 Total Cost Savings Percentage:
(Total of II B.1 and II.B.2 divided by IGCE) 41.77%
Please see the IGCE, “Consolidation of Requirements DandF- SCT 10_26_2021.xlsx”, for more information.
☒ Check here if this requirement meets the substantial benefits definition/threshold as described at FAR 7.107-2(d).
C. Describe the additional benefits of the planned consolidation, FAR 7.107-2(c).
Under the MAP initiative, the planned consolidation of NASA STEM Services leverages a nationalized procurement workforce that will ultimately increase effectiveness and efficiency; reduce procurement lead times; and standardize policies, procedures, and information technology platforms, which will increase productivity and proficiencies and establish a common user experience.
D. Identify alternative contracting approaches that have been considered that would involve a lesser degree of consolidation (FAR 7.107-2(a)(2)).
No alternative contracting approaches have been considered due to the value of cost savings this planned consolidation will yield.
E. Describe the impacts of the acquisition strategy on contracting with small business concerns; be sure to specifically address:
1. There will be no impact to the annual amount previously obligated to small businesses due to the planned consolidation since this requirement is a Total 100% Small Business Set-Aside.
2. The impact will be to the Cooperative Agreements’ recipients. Over 83% of OSTEM’s current budget is awarded to Cooperative Agreement recipients, the largest of which is held by a Large Business, Universities Space Research Association (USRA), currently holding twelve agreements whose total value is currently 53.4% of OSTEM’s current budget.
3. The change in the number of small businesses that have prime-level contracts with
NASA as a result of this planned consolidation will decrease from two to one.
4. The determination is coordinated with the agency's Office of Small Business
Programs.
F. Select all of the steps taken to include small business concerns in the acquisition strategy for the planned consolidation. In addition to numbers 1 and 2 below, include any other steps taken. Check all that apply below.
1. ☐ Incorporated recommended small business subcontracting goals in the draft and final request for proposal (RFP), in accordance with NPD 5000.2 Small Business Subcontracting Goals and NFS 1815.304(c)(4)(B).
2. ☐ Evaluation of offerors’ small business subcontracting commitment as a part of the evaluation criteria, NFS 1815.304(c)(4)(C).
3. ☒ Total 100% Small Business Set-Aside
III. Determination
In accordance with the findings provided above, I determine that it is in the best interest of the Agency to consolidate the aforementioned requirements. This written determination demonstrates that this consolidation is necessary and justified.
