About this file
This is a Solicitation Modification issued by the Commonwealth of Kentucky's Finance and Administration Cabinet, Office of Procurement Services, for the procurement of cloth masks for COVID-19. The solicitation, numbered RFB 758 2000000641, seeks to contract with multiple vendors to supply cloth face masks to state government agencies statewide. The Commonwealth is requesting 2,000 masks that must meet specific requirements: double-layered fabric material with elastic ties, adequate coverage of nose and mouth areas, and solid neutral colors (black, navy, or brown). One sample mask must be submitted to the Finance and Administration Cabinet's Office of Procurement Services at 702 Capital Ave., Room 177, Frankfort, Kentucky 40604, prior to the bid closing date and time. The solicitation was issued on May 4, 2020, with a closure date of May 11, 2020, at 1:30 p.m. Eastern time. Online bidding is permitted, and inquiries should be directed to Debbie Mathews at 502-564-8649.
The unit cost and line total pricing are not specified in this solicitation modification; however, vendors must include delivery costs to all state government agencies statewide within their pricing, as agencies will place delivery orders for masks as needed. The Commonwealth emphasizes that the price of masks must include statewide delivery. Vendors are responsible for paying all shipping costs for sample submission and potential return. Samples become the property of the Commonwealth unless the bidder requests return within thirty days after contract award. This is Addendum 2 to the original solicitation, indicating prior modifications have been issued. All offers are subject to the terms and conditions contained in the solicitation and Attachment A, which vendors must acknowledge by signature or electronic submission.
