About this file

This is a Request for Bids (RFB) issued by the Commonwealth of Kentucky's Finance and Administration Cabinet Office of Procurement Services for cloth masks to address COVID-19 prevention needs. The solicitation seeks to contract with multiple vendors capable of supplying cloth face masks meeting specific performance and design criteria. The required product is a cloth mask in a one-size-fits-all design with double-layered fabric material and elastic ties, capable of adequately covering both the nose and mouth areas while allowing normal breathing. The mask must be solid-colored in black, navy, or brown. The Commonwealth is requesting an initial quantity of 2,000 masks, with the understanding that state government agencies will place delivery orders for masks as needed following contract award. The solicitation was issued on May 1, 2020, with bids due by May 8, 2020, at 1:30 PM. One sample mask must be submitted prior to the bid closing date to the Office of Procurement Services at 702 Capital Ave., Room 177, Frankfort, Kentucky 40604, with all shipping costs borne by the vendor.

Pricing must include delivery to all state government agencies statewide, with vendors responsible for all transportation costs associated with sample submission. No pricing information or pricing structure is specified in the solicitation document itself. The solicitation indicates no addenda were issued at the time of release. Vendors are required to complete a submission form providing company information, ownership type, and authorization signatures, along with attestation that they have read and understood all terms and conditions outlined in Attachment A. Samples submitted will become the property of the Commonwealth unless the bidder requests return within thirty days after contract award; if samples are not destroyed during testing, they will be returned at the offeror's expense upon request.
