This is a Statement of Work for the Federal Lands Highway Traffic Monitoring Services contract supporting the National Park Service Traffic Data Program. The contractor must provide up to 100 cellular modems and associated equipment in three deployment groups: a Pilot Group of 10 modems for testing, Production Group 1 of 45 modems for late spring 2026 deployment, and Production Group 2 of up to 45 additional modems for FY27 deployment. Modems must be similar to Sierra Wireless RV55, compliant with FAR 40.202 Prohibitions, capable of AC and DC power operation, equipped with female RS-232 DB9 serial ports, operate across -25°F to 120°F temperature ranges, and include supplemental antennas or frequency boosters. The contractor must provide up to 100 Smart-SIM Plus SIM cards with access to AT&T, T-Mobile, and Verizon networks. A single shareable data plan supporting approximately 500 MB must enable one file transmission daily per modem (approximately 200 KB files) and two-way communication between roadside modems and a central computer in Lakewood, Colorado, with a data dashboard for monitoring usage. The contractor shall provide technical assistance on an as-needed basis. Billing is annual for equipment leasing and quarterly for data plan fees. All deliverable files must be compatible with Microsoft Office and transferred via DOT secure file transfer site or email (files 5 MB or smaller). Equipment shall be shipped to the ACOR.

Performance Period: The contract will consist of a base period to begin with a Notice To Proceed through the remainder of Fiscal Year 2026, plus four 12-month option periods (Fiscal Year 2027 through Fiscal Year 2030). The work represented is scheduled to begin when notice to proceed is given and end on September 30, 2030.

I. DEFINITIONS FOR THE STATEMENT OF WORK

I. SOW – Statement of Work. A contract section containing a detailed description of the project or elements of work, an outline of the services required, responsibilities of the parties, and other information necessary to complete the contract work

II. PURPOSE AND PROJECT DESCRIPTION

To provide in-field cellular modems and data plan that will be used to upload data from roadside electronic equipment (traffic counters) and wirelessly transmit the data to a central computer located in Lakewood, CO over the internet. The equipment leased in this contract will be provided to the Government and the Government will install the equipment in select National Parks around the country, as listed in Appendix A.

The purpose of this contract is to provide cellular modems, SIM cards and a cellular data plan that can provide network connectivity between one hundred (100) continuous traffic count stations and a FHWA central computer. Equipment will be leased in three groups, as follows:

• Pilot Group – Ten (10) modems will be procured to test operability with equipment (total number of modems = 10)

• Production Group 1 – If the pilot proves successful, forty-five (45) additional modems will be procured, and deployment will begin in the late spring of 2026 (total number of modems = 55).

• Production Group 2 – Up to an additional forty-five (45) modems will be procured for deployment in FY27 (total number of modems will be between 56 and 100).

This equipment and system must be capable of meeting the requirements listed within Section

III.

At any point in the future, the Government may lease additional modems, SIM cards, static IP addresses or supporting equipment. Additionally, in the future the Government may modify the selected data plan based on previous months’ data usage history.

Typical installation locations may include one or more of the following:

a) Remote areas such as Yosemite National Park or Glen Canyon National Recreation Area, which may experience severely limited cell service.

b) Locations with an elevation over 10,000 feet.

c) Extreme weather conditions which may include but are not limited to high and low humidity, high saltwater vapor in the atmosphere and/or ambient temperatures below - 25F or above 120F.

d) Installed inside NEMA 3R metal cabinets, which may limit signal strength.

e) Installed in locations known to have poor cell signal strength, such as under roadway overpasses, inside office buildings, park entrance kiosks or concrete buildings or have poor quality. Supplemental antennas or frequency boosters will be required for each modem.

The Contractor shall provide cellular modems that meet the provided technical standards, as presented in Section III, Requirements and Deliverables and are similar to Sierra Wireless RV55. Modems must be compliant with FAR 40.202 Prohibitions. Proprietary software, if needed to program the modems, will be provided as part of this SOW. Technical assistance shall be provided on an as-needed basis.

All data, statistics, documentation, reports, and other material generated as a result of this contract are to remain the sole property of the Government. Any use by the Contractor for presentation, demonstration, and/or solicitation of other business will not be permitted without approval of the Government.

III. REQUIREMENTS AND DELIVERABLES

A. Equipment Requirements

i. Cellular Modem

• Provide up to one hundred (100) cellular modems including associated wiring harnesses, power cables, surge protection, proprietary software to program the modems.

• Compliant with FAR 40.202 Prohibitions

• Capable of being powered by AC power (120v) and DC power

• Equipped with a female RS-232 DB9 serial port

• Capable of operation within the temperature range of -25F – 120F

• Operate in a “low” power mode – 5 watts or less

• Equipped with indicators of its status (e.g., LED)

• Compatible with a smart-SIM plus SIM card

• Supplemental antennas or frequency booster

ii. SIM Card

• Provide up to one hundred (100) Smart-SIM Plus SIM cards

• Provide Access Point Name (APN)

• Access to the three major US wireless carriers (AT&T, T-Mobile and Verizon)

B. Data Plan Requirements

• One shareable data plan able to be utilized by up to one hundred (100) modems, approximately 500 MB in size.

• Ability to transmit one file per day from the roadside cellular modem (traffic counter) to the central computer. Estimated file size is approximately 200 KB.

• Two-way transmission between roadside cellular modem and central computer.

• Data dashboard able to monitor and display data usage.

C. Help Desk Support

• Contractor shall provide technical assistance on an as-needed basis.

The equipment shall be shipped to the ACOR, Mr. A.J. Nedzesky.

IV. PAYMENT SCHEDULE

The request for payment for this work will be as follows:

a) Annual billing for lease of Physical Equipment (Modems and SIM Cards).

b) Quarterly billing for all monthly fees associated with the Data Plan.

V. ELECTRONIC TRANSFER OF RECORDS

The FHWA requires the following to ensure compatibility with software used by the FHWA and to ensure the efficient and timely exchange of computer files between the FHWA and the Contractor. All files submitted must be fully compatible with the FHWA formats listed in this document without any conversion or editing by the FHWA. Any files requiring conversion and/or editing by the FHWA will not be accepted.

A. Word Processing, Spreadsheet, and Database Files. For each Task, all relevant files will be provided in a format fully compatible, as appropriate, with the latest version of MS Office package.

B. Computer File Exchange Media. Electronic files will be exchanged between the FHWA and the firm using the following media as appropriate for Windows Operating Systems:

1. DOT secure large file transfer site. Assigned by the COR.

2. EMAIL. Files 5 MB or smaller may be transferred via EMAIL. If compressed, the files will be self-extracting. Contact the COR for access information.

All files will be virus free.

These specifications will be updated as necessary to reflect changes in the FHWA software such as adding new software or updating to new versions of existing software. In such instances, the Contractor will be promptly notified.
