About this file
This is a Questions and Answers document for RFQ No. 693C7326Q000008 related to a pilot program for cellular-enabled data transmission from roadside traffic counters. The procurement requires SmartSIM Plus SIM cards that work across multiple carrier networks nationwide to replace the current analog modem and manual data download methods. The central receiving location is the FHWA facility in Lakewood, Colorado, which will also utilize a cell modem procured as part of this effort. Traffic counter locations will be randomly selected from existing counter sites, and specific location coordinates will not be provided in advance due to the pilot nature of the project.
The document clarifies that existing traffic counters at the pilot locations do not currently use SIM cards and that the government requires multi-carrier compatible SIM cards rather than single-carrier alternatives. The procurement is structured as a pilot program with potential for extension; if successful, subsequent phases could expand the total SIM card quantity to approximately 100 units. All vendor questions submitted in response to the RFQ will be answered and shared with all potential bidders to ensure equal access to information.

RFQ NO. 693C7326Q000008 - Q and A
Q1
The roadside electronic equipment (traffic counters) – Do those already exist at some or all of these locations?
A1 Yes, the traffic counters exist at these locations.
Q2 Would it be possible to provide (in addition to Appendix A) locations / coordinates where existing traffic counters are located?
A2 This is not possible. Since this is a pilot, the locations will be randomly selected out of the existing traffic counter locations.
Q3 Are the existing traffic counters using any existing SIM Cards?
A3
None of the counters use SIM cards. Currently data from the traffic counters are downloaded via analog modems/phone lines or manually downloaded.
Q4
While we have SIMs that can use all three major carrier networks, we often find it best practice to use the SIM(s) for the carrier(s) with best signal in given area. Are you open to alternative SIMs besides the Smart- SIM Plus SIM cards?
A4 No. To limit confusion from having a SIM card work for only one carrier, we prefer to have one SIM card work with multiple carriers nationwide.
Q5
You mention the FHWA central computer in Lakewood where all data will be transmitted to. Does the Layer 3 IP connection exist to this location / workstation, or is this something that is needed with this request? Please share the address and projected bandwidth of needed DIA circuit in Lakewood, CO
A5
The design calls for the central location in Lakewood to also utilize a cell modem procured as part of this effort. The central location in Lakewood is also planned to use a cell modem procured as part of this effort.
Q6 If there were other questions submitted, could you please share the answers to those that went with this RFQ?
A6 All questions will be answered and shared with all potential vendors.
Q7 Finally, would there be room and consideration for an extension for this request?
A7
Yes. This is a pilot. If the pilot is successful, one or more extensions are possible, which would bring the total number of SIM cards close to 100.
