Each factor is rated as High Confidence, Some Confidence, or Low Confidence based on the Government's assessment of the offeror's ability to successfully perform the contract with minimal, moderate, or substantial Government intervention, respectively. Offerors must demonstrate that proposed modems, SIM cards, and data plans meet technical specifications in the Statement of Work; describe team expertise in equipment programming, field deployment, troubleshooting, and signal enhancement; and provide relevant experience implementing cellular networks for data collection, particularly for Federal agencies or state Departments of Transportation.

Cellular Modems and Data Plan for Traffic Counting Data Collection in the National Park Service Technical Evaluation Criteria

Step 1: Submit the technical and price proposals electronically to regina.mcdonald@dot.gov with the subject project and addressed to the requesting Contract Specialist. The technical proposal and the price proposal must be two separate attachments in one email. An Evaluation Board will evaluate the technical proposals. The technical proposal is limited to no more than twenty-five (25) pages, single spaced, with all pages numbered, and using Times New Roman font size 12. The team organization chart, cover letter and resumes do not count toward the 25-page limit. Resumes are limited to one (1) page single spaced and using Times new Roman font size 12.

Step 2: After the technical proposal submitted by each offeror has been evaluated, the price proposal, including the Section B of the most highly rated firm will be analyzed. If necessary, negotiations with that firm will commence. The price proposal should include a summary of staff hours for each of the identified major tasks and subtasks by discipline as described in the Statement of Work, a summary of estimated direct costs, a task-based schedule of activities, a total budget summary sheet. If a mutually satisfactory final task order price cannot be negotiated, the next most highly qualified offeror will be requested to submit the price proposal and negotiations will be initiated with that offeror.

Notes:

The technical proposals will be evaluated based on the following evaluation factors:

• Factor 1: Equipment meeting technical specifications.

• Factor 2: Technical experience with the equipment.

• Factor 3: Previous experience creating a cellular network.

All Factors are not equally important. The relative importance of the technical evaluation factors is as follows:

• Factor 1: Importance weight = Fifty (50) percent

• Factor 2: Importance weight = Thirty (30) percent

Factor 1: Equipment Meeting Technical Specifications

Requirements Provide documentation that modems, SIM cards and data plans proposed meet or exceed the technical specifications found in the Statement of Work, including Section III, Requirements and Deliverables. If a piece of proposed equipment does not meet a technical specification, justify the reason not following the technical specification. If, based on professional experience, alternative equipment is recommended, emphasize how the proposed equipment exceeds the technical specifications and how this proposed equipment is beneficial.

Factor 2: Technical Experience with the Equipment

Demonstrate your team’s technical knowledge and experience with the proposed modem, SIM card and data plan (including dashboard), if any. Describe processes that may be needed when programming the equipment, deploying the equipment in the field, and troubleshooting. Describe experience of increasing a cellular signal. Address the ability to provide technical assistance on an as-needed basis.

Demonstrate your team’s understanding of the Statement of Work by relating previous experience in the implementation of a cellular network for data collection. Describe challenges encountered and solutions that were utilized to overcome the challenges. Highlight work that was successfully completed for Federal agencies or state Departments of Transportation.
