1403101 - National Museum of American History, Public Space Renewal Program (PSRP)
Phase IV
1. CONTRACT INFORMATION:
This contract procurement is in accordance with the Brooks Architect-Engineer (AE) Act as implemented by the Federal Acquisition Regulation (FAR) Subpart 36.6. The objective is to provide design services for the Smithsonian Institution’s National Museum of American
History. The North American Industry Classification Code (NAICS) for this procurement is
541310 (Architectural Services) and the size standard under this code is $8,000,000
(maximum average annual receipts to qualify as a Small Business per 13 CFR § 121.104 a).
This announcement is open to all qualified businesses regardless of size. The contract awarded will be firm-fixed-price.
2. PROJECT INFORMATION:
This announcement is for the selection and award of an Architect-Engineer Multidiscipline
Contract that would provide planning and design services for the Public Space Renewal
Program (PSRP) Phase IV for the Smithsonian Institution’s National Museum of American
History (NMAH). The museum itself is housed in an outstanding example of American architectural design on the National Mall, in a 12.8-acre site located between Constitution
Avenue and Madison Drive; and, 12th and 14th Street in NW, Washington, DC. The size of the museum is approximately 69,677 square meters (750,000 square feet). The planning and design phase is expected to start in 2023 and be completed in 2025. The construction is expected to begin in 2026 and be completed by the end of 2028.
A. Objective: To provide planning and design services to NMAH for an approximately $80 million multi-phased, and multi-year, major renovation that will focus, primarily yet not exclusively in the building envelope, from the 2nd floor to the 4th floor in the center core and east wing; and the interior public spaces in the 2nd and 3rd floor of the east wing. It is expected that the envelope improvements continue the work from previous renovations, consisting of wall insulation, ribbon window replacements and curtain wall replacements. The interior architectural renovations will focus on the 2nd floor and 3rd floor galleries and public circulation. The renovations are expected to include the replacement of mechanical, electrical, fire detection and fire protection systems, and life safety egress paths. Also, hazardous materials abatement. There will be work in the lower level, 1st floor and 4th floor and limited east site renovations in connection to the main scope.
B. Background: The museum, designed by Walker O. Cain (1915 - 1993) of the American architectural firm McKim, Mead and White opened to the public in 1964 as the Museum of History and Technology. In 1980, it was renamed the National Museum of American
History (NMAH) to better represent its basic mission - the collection, care, and study of objects that reflect the experience of the American people. As such, the museum houses one of the most important American history collections in the world.
The NMAH design is characterized by a strong Modernist style of New Formalism which abstracts classical forms into their simplified composition. It contains six levels, five stories above grade, and one story below grade. There is a mechanical penthouse on the roof. The main exhibitions are in floors one through three.
Over the years the NMAH infrastructure has undergone many modifications. The major multi-year, multi-phase projects dedicated to the three public floors of the building included PSRP phase I, completed in 2004, which renovated limited areas in the east wing 3rd floor; phase II completed in 2008, focused on the center core; and phase III completed in 2015, which renovated the west wing. The PSRP phase IV and V projects, will complete the NMAH public space renovations. The PSRP phase V, not part of this solicitation, will focus on the 1st floor of the east wing and is expected to be completed in 2033.
C. Design Considerations: While over time, several renovations have removed some of the historic detailing of the building, the NMAH is considered historic and contributing to the National Mall Historic District listed on the National Register of Historic Places. The renovation design should be respectful of the historic McKim, Mead and White building and site as well as engaging and responsive to the National Mall and broader urban context. This PSRP IV will re-envision the building to support diverse programming for the next 50 years with the goal of articulating into the design the NMAH Mission and
Vision.
D. Services: The AE shall provide multidisciplinary architectural and engineering services for the development of the program, the concept design, the schematic design, the design development, and the preparation of construction documents. It shall include construction phase services. The construction contract will be a firm fixed price, design-bid-build contract delivery with a best value solicitation.
The services shall include documentation and submissions to achieve Leadership in
Energy and Environmental Design (LEED) Gold or Platinum Certification under the U.S.
Green Building Council (USGBC) Rating System’s latest version. The AE shall also be capable of researching, analyzing, and obtaining other sustainability, waste management, energy, site, and resiliency health and wellness certifications applicable to a project like PSRP IV.
