on our team. Typically the Part II is not included in the page count, since we need to submit one for each firm (and furthermore for each office participating). As it stands now, we have close to 30 pages for the Part II section.

As you know, this section doesn't address actual content - it is more corporate and financial information.

ANSWER

SF 330 Part II will not be included in the page count.

Request for Information SI Response

Are you able to provide the contractor and contract numbers for Phase 1 to

Phase III? Any information you can provide will be helpful.

We will not provide contractor and contractor numbers for previous projects, they are not relevant to the current contract

I had question about the 100-page limit, what parts are included in that limit? Also, the SF300 Part 1 & 2 has ½” margins, would we still need to follow the 1” rule, or is the ½” acceptable?

SF330 Parts I and II should be utilized without reformatting. All attached, additional pages should be formatted with 1" margins.

Please confirm if any portion of the SF-330 Part I or Part II’s are excluded from the 100-page count limitation. Will the table of contents, dividers, and cover letter also be included in the page limit?

Covers, tabs, cover letter, table of contents and signed amendment forms are excluded. We anticipate a high volume of responses.

The solicitation notes that it is primarily an interior renovation, but landscape architecture, civil engineering and geotechnical engineering are noted as required disciplines. Can you provide clarification of the exterior scope?

The PSRP IV exterior scope may include limited site and drainage improvements and limited redevelopment of the landscaping of the

Victory Garden to protect the East facade.

On page 7, part 5 Submission Requirements, C: “On the SF330, Part I, Block

F, provide the title and contract award dates for all projects listed in that section.” Can you please clarify the intent? Is this just to request that section F projects list title and contract award dates on their respective sheets?

F. Example Projects Which Best Illustrate Proposed Team's

Qualification for this Contract shall be complete and provide all information required by the form. Ensure that POC's information is up to date and phone numbers are accurate.

RFP (p.8) states “E. Please submit one (1) hard copy of the SF 330 submission along with electronic submission in electronic pdf format. The SF

330 shall have a page limit of 100 pages.”

• Question: Would you exclude admin content (cover letter, cover page, back page, TOC, acronym list, etc.) from the 100 page limit?

See #3

As there is a minimum 40% SB requirement there will be multiple Part IIs;

the more diverse your proposed team the more Part IIs that will be required. Can these be excluded from the page count so that team diversity isn’t compromised?

No

Within the last 7 years we have several pages of recognitions, accolades, and awards. Can these be provided as an attachment and outside of the page count?

No

Graphic Design is included as a key discipline, requiring a key lead, under section D “Services” of the RFP. What scope is anticipated for the Graphic

Design team for this pursuit?

Signage and Wayfinding & large graphics for temporary construction

Civil is included as a key discipline, under section D “Services” of the RFP.

Civil covers a wide range of specialties. Are there a specific civil specialty that are of interest?

The bearing capacity and stability of the soils will need to be confirmed as there have been sinkholes reported in this portion of the site.

There are below-grade utilities that will need to located and coordinated.

RFP (p.5) states “Firms responding are encouraged to submit a list of recognitions, accolades and awards obtained in the last seven years.”

However, the time limit for the past performance on contracts is not specified in Sec. 3.C.

•Question: What is the time limit for past performance on contracts (CPARS, CCASS, etc.)?

7 years

PROJECT:NMAH Public Space Renewal Program (PSRP) Phase IV

LAST UPDATED: 4/01/2022

RFP (p.8) states “E. Please submit one (1) hard copy of the SF 330 submission along with electronic submission in electronic pdf format. To make it easier to find the information we would like to use dividers. Would the dividers be excluded from the page count?

See #3

A typical SF330 resume is 2 pages. You are requesting 22 key discipline leads and narratives emphasizing their contributions and therefore anticipate that we will use 2 pages. This would be 44 pages of the 100 page count which seems inconsistent with the importance given to the evaluation criteria.

Would you consider excluding the resumes (Section E) from the page count?

No

My firm is working on the National Museum of American History, Public

Space Renewal Program (PSRP) Phase IV RFQ and we were wondering if you could clarify the scope of work for graphic design?

See #9

In which SF330 section should the requested Past Performance information be included? Integrated with Section F or separately in Section H?

Ensure POC information is accurate in Section F and add any additional information in Section H.

Does the Smithsonian anticipate any exhibit design as part of the scope of work, and should an exhibit designer be included in the team?

Exhibit design is not part of the scope of work.

For the graphic design scope, is this for wayfinding alone or would this scope include environmental graphics extending into the galleries and coordinating with exhibits?

Wayfinding alone

The design-bid-build contract delivery is describing the method planned to award the construction contract for this project.

The scope of service for this contract is limited to Architect and

Engineering services related to design and construction administration.

One hard copy has been requested along with the electronic copy. Can the submission be limited to electronic only?

No, both electronic and one (1) hard copy are required.

To bring together the best team for this contract and show our best qualifications, we would like to submit as a Joint Venture. Will it be acceptable to submit our Phase I proposal with a Letter of Commitment to form a legal Joint Venture at Phase II? We will list each firm’s Cage Code, DUNS number, and Tax ID.

Must be registered as a Joint Venture on SAM to be considered a

Joint Venture. Submitting as a Joint Venture when a current relevant SAM record is not available is not allowed.

Please consider extending the time horizon for relevant project experience from seven to ten years. Projects of this scope and complexity take time to plan and execute and our firm has several highly relevant projects that were completed in the last 10 years with existing key personnel that would be beneficial to NMAH.

Only relevant projects that were completed in the last 7 years are acceptable.

Will you please provide the Pre-Project Planning Report for PSRP IV (SF

Project No. 1403101 – ASG) and the Facilities Master Plan Update (OFEO#

1303109 – ABA) for reference? If not, are Ana Beha Architects and Ayers

Saint Gross precluded from this solicitation?

No

Based on Section 2.A of the RFP, the scope of services includes the design development for the noted phases of the renovation to the NMAH. Under

Section 2.D, the first statement also notes that the contract, for this RFP, will be limited to design services from the A/E, inclusive of the preparation of the construction documents and construction phase services, which are assumed to be Construction Administration. The 2.D. paragraph further states that “The construction contract will be a firm fixed price, design-bid-build contract delivery with a best value solicitation.” We believe this is meant to convey the contract delivery method for the selected General

Contractor, not for the RFP response to include the construction of this project.

• Question: Is the “design-bid-build contract delivery” statement representative of the GC’s future delivery method? Will the scope of services limited to this RFP include only the design development, construction documents, preparation of the bid documents for the GC to price and construction administration services from the A/E team?

23 Is a Food Service Consultant required? No

24 None of the listed spaces are in the scope of the project.

To comply with Section 3A Project Team Specialized Experience, please clarify if there is a preferred/required number of similar projects meeting the five criteria?

No more than 10 example projects should be submitted.

Under Section 3A Project Team Specialized Experience, a sentence states, “The scope of the projects and the quality of the planning and design response will be considered of greater importance in the evaluation than the quantity of projects or the number of different categories represented by submitted projects.” Please clarify if this sentence is intended to mean that a project not meeting any of the five criteria stated in this section could be submitted and considered more responsive because of its planning and design response than one that meets all of the five criteria?

Remove from project team specialized experience the following sentence "The scope of the projects and the quality of the planning and design response will be considered of greater importance in the evaluation than the quantity of projects or the number of different categories represented by submitted projects"

Are you able to give any indication of the rough proportion of the $80 million budget that will be allocated to envelope and building systems upgrades?

No

Regarding Solicitation Number 33330222RF00100204 for 1403101 –

National Museum of American History, Public Space Renewal Program, specifically the Subcontracting Plan Requirements that state A minimum of

40% of the total planned subcontracting dollars shall be placed with small business concerns.

Can you please confirm the size standard for NAICS Code 541330 –

Engineering Services for the purpose of this project?

NAICS code is 541310 – Size Standard of $8M

The scope of work requires 1” margins which significantly reduces the information that can be included on each page. Previous proposals for the

Smithsonian have permitted ½ inch margins, which is the typical format of government forms. Would it be acceptable to use a minimum ½ inch margins on this submission?

See #2

The solicitation specifies that the hard copy proposal must be submitted via courier delivery. Can you please clarify courier delivery – does this need to be hand delivered, or can we overnight it with a service like FedEx?

31 Is a NEPA / EIS consultant needed? No

Does the 100 page limit include covers, tabs/divider pages, and SF330 Part II forms?

See #2

Are there any forms we need to submit as a part of the SBE subcontracting plan requirements?

No

Can you elaborate on the landscape, civil, and geotechnical elements of the scope for this project?

See #10

Will the exhibit lighting be part of the scope of work of this project or performed under another contract?

The general lighting will be part of the contract, including providing general lighting inside the flexible black box galleries. The galleries could be stitched together to create a larger exhibit or function as separate exhibits. Additional lighting, only needed for a specific exhibit will be part of a separate contract.

As it will assist in our consultant selection, would you confirm if the following areas are included in the scope of this project?

a. Warner Brothers Theater

b. Lower-level Archives spaces

c. Welcome Center (Southeast side of the central space on Level 2)

d. Roofing and work on the monitors on the center and/or east side of the building
