About this file

Forest Hills Public Schools (FHPS) has issued a Request for Proposal (RFP) for a Backup System Replacement project to be implemented in February 2025. The RFP seeks qualified vendors to provide, install, configure, and warrant a comprehensive backup system solution that includes replacement backup storage devices for primary and secondary locations, backup operating software and licensing, an air-gapped storage system, and optional cloud-based disaster recovery solutions. The project timeline includes the RFP being issued on February 27, 2025, with a vendor conference on March 3, proposal submissions due by March 14, vendor interviews scheduled for late March, and an anticipated award in April 2025. The implementation is planned for May-June 2025.

The current backup infrastructure consists of Exagrid storage devices with 80TB and 45TB capacities at two locations, currently using Veeam Backup & Replication software. The district requires a new solution that can handle approximately 36TB of data with weekly full backups and daily incremental backups, supporting 78 virtual machines on VMware ESXi. The proposed system must provide 4-hour hardware response times, business day support, and a five-year warranty. Vendors must include all necessary licensing, provide comprehensive documentation, and offer eight hours of no-cost training for two IT staff members. The RFP emphasizes the need for a scalable, secure solution with robust data protection, replication, and recovery capabilities, with the ability to accommodate an estimated 20% data growth over five years.

1.27 RISK DURING EQUIPMENT STORAGE AND INSTALLATION

Delivery shall be made in accordance with the implementation schedule referenced as part of the Agreement. It will be possible to allow for minor variances from this implementation schedule as mutually agreed upon by both parties and confirmed by prior written notice. The equipment shall be installed and placed into good working order by representatives of the vendor. During the time period when the equipment is in transit and until the equipment is fully installed in good working order, the vendor and its insurer shall be responsible for the equipment and relieve the District of responsibility for all risk of loss or damage to the equipment. In addition, the vendor shall hold the District and agents harmless from any risk of loss or damage arising out of occurrences during the installation of the equipment.

The vendor shall be responsible for all arrangements for the shipment and receipt of equipment to the District’s prepared site. The vendor shall provide all properly trained representatives to unpack all items of equipment and place this equipment in the proper locations. The vendor shall also be responsible for the removal of all debris and packing materials from the site resulting from the installation of the equipment.

1.29 NON‐WAIVER OF AGREEMENT RIGHTS

It is the option of any party to the Agreement to grant extensions or provide flexibilities to the other party in meeting scheduled tasks or responsibilities defined in the Agreement. Under no circumstances, however, shall any parties to the Agreement forfeit or cancel any right presented in the Agreement by delaying or failing to exercise the right or by not immediately and promptly notifying the other party in the event of a default. In the event that a party to the Agreement waives a right, this does not indicate a waiver of the ability of the party to, at a subsequent time, enforce the right. 2 SPECIFICATIONS

2.1 PROJECT SCOPE

The purpose of this RFP is to acquire the services of a qualified vendor to provide, install, configure, and warranty a replacement backup system. The new solution should meet the District's needs for data protection, reliability, and scalability. Although the District currently uses Exagrid for backup storage and Veeam for backup operating software, they are open to considering other Tier-1 solutions for both components. Proposals should demonstrate the vendor’s ability to provide a fully functioning solution that meets the performance and capacity requirements outlined in this RFP.

The solution should include the following core components:

Replacement backup storage devices (primary and secondary):

The vendor will supply new backup storage hardware for both the primary and secondary (disaster recovery) locations. These devices must meet the District's requirements for storage capacity, performance, and redundancy, ensuring reliable backup and recovery of critical data with room for future growth.

Backup operating software and licensing:

The vendor will provide backup operating software compatible with the new storage solution. The software should support the District’s full and incremental backup needs, integrate with existing systems, and provide appropriate licensing based on the District’s current and future usage.

Although the District has had success with Veeam, alternative backup operating software options may be considered if they offer comparable or enhanced functionality.

Air-gapped storage system:

An air-gapped storage solution will be required for the long-term retention and protection of backup data. This solution should ensure secure, cost-effective storage for both recent and infrequently accessed data, with a focus on resilience in case of disaster. The system must provide clear, efficient recovery processes and be designed to protect against cyber threats, ensuring that critical data remains accessible even if both data centers are compromised.

Add/alternate: Cloud-based solution for Disaster Recovery (DR):

The District is open to proposals for a cloud-based disaster recovery solution as an alternative or complement to the current on-premises DR system. The proposed cloud solution should be scalable, secure, and enable efficient failover and data recovery in the event of a disaster.

Installation services:

The vendor will be responsible for the installation, configuration, and integration of the new backup system. The solution should seamlessly integrate with the District’s existing IT infrastructure and meet the expected performance levels for backup and recovery operations.

Backup System Replacement Page 18 of 30

Warranty services:

Warranty services will be required for all backup storage devices and software, providing ongoing support for troubleshooting, repairs, and replacements during the warranty period.

2.2 CURRENT ENVIRONMENT OVERVIEW

The District’s current backup infrastructure consists of a primary and secondary backup system deployed across two locations. The environment includes a mix of virtualized servers, enterprise storage, and backup replication processes designed to ensure data availability and recoverability. 2.3 GENERAL EXPECTATIONS

This RFP has been designed to meet the objectives of the District. In the event that any necessary components to fulfill the stated objectives are not included in this specification or bill of materials, vendors shall propose the required items, ensuring that they align with the purpose and goals of this project. It is the sole responsibility of the vendor to ensure that all hardware and software components required for the full, efficient, and complete function of the solution are identified. Vendors must also ensure that the proposed solution is properly licensed. The omission or failure to specify any support component does not absolve the vendor from the responsibility to provide a complete proposal that includes all necessary and compatible elements for the effective, legal, and functional operation of the solution.

The District expects a turnkey solution that includes acquisition, installation, detailed design, configuration, testing, documentation, and training on the new system. If required, reconfiguration and testing of existing components will also be part of the vendor’s scope of work. All equipment quoted by the vendor must be new, and no quoted equipment should have a published end-of-sale notification date at the time of submission. End-of-software-maintenance (EOSM) dates for quoted equipment should be no less than seven years from the time of installation. Any exceptions to this must be clearly noted.

2.4 BACKUP SYSTEM & INTEGRATION SERVICES

The District is requesting proposals for the implementation of a robust and scalable disk-based backup system. The District seeks to procure hardware and software to ensure secure data backup of their virtual server environment, enabling efficient recovery of protected servers and data in the event of system failure or data loss.

The proposed solution should be optimized for VMware environments, incorporating backup and recovery software integrated with multiple disk-based backup devices. The solution should seamlessly interface with the District’s server and storage infrastructure to enhance backup performance while minimizing complexity and administrative overhead.

2.4.1 Existing backup policies & sizing

The District currently performs full image-based backups for approximately 78 virtual machines (VMs) on a weekly basis, with incremental backups conducted throughout the week. A subset of VMs is backed up less frequently to optimize storage utilization, as the data on these systems changes infrequently. The primary backup device stores data in an uncompressed state to facilitate rapid restoration, while the secondary backup device utilizes compression and deduplication to maximize storage efficiency.

The District seeks a backup system that simplifies backup management, optimizes storage utilization, and maintains the ability to rapidly restore critical systems.

Backup System Replacement Page 20 of 30

The District defines a “Full” backup as the physical duplication of all data residing on a protected client, which includes, but is not limited to, operating system files, virtual machine configuration files, database files, log files, user and application data to the backup storage device.

The District defines a “Incremental” as a duplication of any modified data since the last successful “Incremental” backup; a “Incremental” includes the same data types and structures identified for a “Full” backup.

A point-in-time measurement of data backup as of February 2025 indicated:

o “Full” backup of all VMs: 36TB

For a more streamlined and efficient approach to backup and data retention, the outlined schedule below should be followed for ALL virtual machine backups.

PROPOSED BACKUP & RETENTION SCHEDULE

Type Frequency Retention Incremental 1 per day 14 calendar days (rolling)

Full 1 per week 5 weeks (rolling) Full Last week of month 1 year Full Quarterly Until next quarterly (~12 weeks) Full Monthly 6 months (offsite/cloud)

It is the vendor’s sole responsibility to ensure the backup system is adequately sized to meet the backup, retention, and archiving specifications above.

2.4.2 System Requirements (Hardware and Software)

The proposed solution must include multiple disk-based backup devices and additional software that together meet or exceed the requirements outlined in this RFP. The District intends to deploy the primary backup device at the designated primary site and a secondary backup device at the DR site. These systems must be configured for asynchronous IP-based data replication.

If the proposed solution requires any additional compute or storage resources (e.g., a server for a management console, etc.) beyond those included in the proposal, the Vendor must clearly specify these requirements in the response. Any exceptions to the requirements outlined in this RFP must be detailed in Appendix A: Comply/Exception Form.

2.4.3 Air-gapped storage system

In addition to maintaining two copies of backup data on primary and secondary devices, the solution must support the creation of a third air-gapped copy for both disaster recovery (DR) and long-term storage purposes. This third copy will mitigate risks associated with backup corruption and cybersecurity threats.

The air-gapped storage may be achieved through a physically isolated device or a secure cloud-based service, provided it meets the necessary security and retention requirements.

The District requires air-gapped storage to retain a verified full backup of approximately 36TB of data, performed weekly, along with daily incremental backups. After verification, only the most recent full backup and its associated daily incremental backups will be retained on the air-gapped storage. The two (2) most recent monthly full backups will also be transferred to the air-gapped storage. Additionally, after 6

Backup System Replacement Page 21 of 30 months of retention on the primary backup system, full backups of the file server must be retained on the air-gapped storage for up to 2 years to support both disaster recovery and cold storage needs. Full backups of the file server require approximately 3.6TB of data.
