About this file

This is an archaeological monitoring requirement document issued by FEMA for the City of New Smyrna Beach's Hazard Mitigation Grant Program project to elevate six flood-prone single-family homes in Volusia County, Florida. The contractor must provide a full-time, on-site Secretary of the Interior (SOI) Qualified Archaeologist with osteological experience and the ability to identify human skeletal material to monitor all construction activities throughout the entire project duration. The archaeological monitor holds full stop authority if anything of archaeological or historic concern is encountered. A final report must be submitted to the Florida State Historic Preservation Office (SHPO) and FEMA upon project completion, with verification and a copy provided at grant close-out. The non-mandatory pre-bid meeting is scheduled for December 9, 2025, at 2:00 PM via Microsoft Teams, written questions are due by December 18, 2025, at 5:00 PM, and bids are due electronically by January 8, 2026, at 2:00 PM, with work completion required by October 31, 2026.

If human remains or intact archaeological deposits are uncovered during construction, work in the vicinity must stop immediately and the City must notify the Florida Division of Historic Resources, its State Environmental Liaison Officer, and FEMA within 24 hours. Work may not resume until FEMA and the Division complete consultation with SHPO, Tribes, and other consulting parties. The document establishes minimum professional qualification standards based on Secretary of the Interior Standards and Guidelines, requiring archaeologists to hold a graduate degree in archaeology, anthropology, or a closely related field plus at least one year of full-time professional experience in archaeological research, administration, or management, four months of supervised field and analytic experience in North American archaeology, and demonstrated ability to carry research to completion. Specialists in prehistoric or historic archaeology must have an additional year of full-time professional experience at a supervisory level in their respective period of study.
