About this file
This is a regulatory requirement document issued by FEMA for the City of New Smyrna Beach's Hazard Mitigation Grant Program project to elevate six flood-prone single-family homes in Volusia County, Florida. The document establishes mandatory archaeological monitoring requirements for all construction activities throughout the project duration. The contractor must provide a full-time, on-site Secretary of the Interior (SOI) Qualified Archaeologist with osteological experience and the ability to identify human skeletal material. The archaeological monitor possesses full stop authority to halt work if any archaeological or historic concern is encountered. The monitor must remain on-site during all construction activities for the entire project duration, with a final report submitted to the Florida State Historic Preservation Office (SHPO) and FEMA upon completion. If human remains or intact archaeological deposits are uncovered, work in the vicinity must cease immediately, the discovery must be secured, access restricted, and all reasonable measures taken to avoid further disturbance. The City must provide immediate notice to the contractor's discovery, and the City shall notify the Florida Division of Historic Resources, its State Environmental Liaison Officer, and FEMA within 24 hours. Work cannot resume in the affected area until FEMA and the Division complete consultation with SHPO, Tribes, and other consulting parties.
The document provides detailed professional qualification standards based on the National Park Service's 36 CFR Part 61 requirements for archaeologists, historians, architectural historians, and architects. For archaeology positions, the minimum qualifications include a graduate degree in archaeology, anthropology, or closely related field; at least one year of full-time professional experience or equivalent specialized training in archaeological research, administration, or management; at least four months of supervised field and analytic experience in general North American archaeology; and demonstrated ability to carry research to completion. Additional supervisory-level experience requirements apply for professionals specializing in either prehistoric or historic archaeology. These standards ensure that archaeological monitoring is conducted by qualified professionals capable of identifying and properly handling significant cultural resources in compliance with federal historic preservation requirements and Florida state law, particularly regarding the treatment of unmarked human remains as specified in Florida Statutes Section 872.05.
